The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No 122/2013. It plays a vital role in enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors, as well as related corporate governance, auditing, and financial reporting areas.
As part of the European Systemic Risk Board (ESRB) and the European Supervisory Authorities (ESAs) system, the EBA collaborates closely with EIOPA, ESMA, and other relevant bodies to promote financial stability, transparency, and the protection of depositors and investors. The EBA is currently recruiting a Junior Policy Expert for its offices in London, United Kingdom, with a focus on market risk and market infrastructure.
Main Responsibilities
- Participating in EBA working groups and representing the EBA at a technical level.
- Collaborating with other ESAs and the ESRB in areas of expertise.
- Providing quantitative analysis support for regulatory activities in market risk, market infrastructure, and OTC derivatives.
- Facilitating external consultations, implementation studies, training, and impact assessments.
- Offering administrative support when necessary.
- Performing other related tasks as required by the Head of the Credit, Market and Operational Risk Policy Unit.
Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Civic Rights: Full rights as a citizen.
- Military Service: Completed any applicable obligations.
- Physical Fitness: Fit to perform the duties.
- Criminal Record: Must provide a certificate confirming no criminal record.
- Medical Examination: Required to meet Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.
2. Specific Qualifications
- Education: Completed university studies of at least three years in economics, business administration, statistics, mathematics, or related fields.
- Recognition: Qualifications must be from EU/EEA Member States or recognized as equivalent.
- Professional Experience: At least 3 years of full-time professional experience in bank regulation, banking supervision, or economic/financial research.
- Language Skills: Excellent knowledge of English (both written and spoken). Native English speakers must prove second language proficiency.
3. Selection Criteria
- Data Analysis: Proven experience using statistical software (e.g., SAS, Stata).
- Financial Theory: Strong knowledge of financial theory.
- Drafting Skills: Experience in drafting technical reports, policies, and regulations.
- Advantages: Knowledge of banking regulation, especially in market risk and market infrastructure; experience in multicultural or international environments; and theoretical/practical knowledge of financial instruments valuation.

Selection Procedure

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years with a nine-month probation period and possible extension.
- Start Date: Expected 1 July 2014.
- Grade: AD 5.
- Salary: Estimated monthly basic salary of €4,349.59, with a correction coefficient of 39.2% applicable for the UK.
- Benefits: Includes expatriation allowance, household allowance, dependent child allowance, education allowance, and travel insurance.
- Leave: 2 days of annual leave per calendar month, plus supplementary home leave (2.5 days) for those entitled to expatriation or foreign residence allowances.
- Pension: Access to the EU Pension Scheme after 10 years of service.
