The European Banking Authority (EBA) is an independent EU authority established in 2011 and responsible for ensuring high-quality, effective, and consistent regulation and supervision in the banking, payments, and e-money sectors. It works closely with other EU financial regulatory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European Systemic Risk Board (ESRB) framework.
The EBA is currently seeking a Policy Expert for the Credit Risk area to support regulatory efforts. This role involves leading the development of reports, guidelines, and binding technical standards, contributing to policy stances, and representing the EBA internationally.
Main Responsibilities
- Lead the development of credit risk-related deliverables, including guidelines and technical standards, in line with quality and process requirements.
- Conduct analysis on credit risk topics and contribute to the drafting of reports.
- Prepare policy stances and provide advice on credit risk and its prudential regulation.
- Support internal committees and subgroups.
- Facilitate external consultations, implementation studies, training, and impact assessments.
- Represent the EBA externally in international fora.
- Perform other tasks as required by the Head of the Credit, Market and Operational Risk Policy Unit.
Requirements
1. Eligibility Criteria
- Language proficiency: Excellent knowledge of English, and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Criminal record: Must provide a certificate confirming no criminal record.
- Physical fitness: Must be medically fit for the role.
- Legal obligations: Must have fulfilled any military service obligations.
2. Qualifications
- Education: A diploma corresponding to completed university studies (minimum 3 years), with at least one year of professional experience, or a diploma from a 4-year university program.
- Recognition: Qualifications must be from EU or EEA authorities or recognized as equivalent by relevant authorities.
3. Professional Experience
- Minimum 10 years (for 3-year education) or 9 years (for 4-year education) of relevant full-time professional experience in credit risk areas, including at least 6 years in supervision, financial stability analysis, or credit risk analysis.
- PhD experience: May count towards professional experience if on paid basis (e.g., study grant or salary).
4. Language Skills
- English: Excellent written and spoken skills.
- Other EU languages: Knowledge is an advantage.
Selection Criteria
- Proven experience in credit risk regulation, preferably in banking supervision or IRB model implementation.
- Good understanding of EU banking regulation.
- Strong drafting and report-writing skills.
- Ability to present and communicate regulatory developments to management.

Appointment and Employment Conditions
- Contract type: Temporary fixed-term contract of 3 years, with a 9-month probation period and possible extension.
- Start date: Expected 1 January 2015.
- Grade: AD 8.
- Salary: Estimated monthly basic salary of €6,350.35, as per Staff Regulations.
