EBA Policy Expert Position Summary (Credit/Market Risk)

The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010. It plays a central role in the European Supervisory Authorities System (ESFS), working closely with EIOPA, ESMA, the Joint Committee, and the ESRB to ensure consistency and quality in EU financial regulation and supervision.

The EBA is currently recruiting a Policy Expert in the area of credit and/or market risk, to be based in its London office. This position is part of the EBA's efforts to develop guidelines and binding technical standards for the EU common rulebook in credit and market risk regulation, as well as to provide policy advice and represent the EBA internationally.

Main Responsibilities

• Develop and draft policy stances and regulatory products related to credit and/or market risk legislation.
• Support internal committees and subgroups, including acting as a lead in the development of guidelines and technical standards.
• Facilitate external consultations, implementation studies, training, and impact assessments for these regulatory outputs.
• Represent the EBA externally in technical discussions and international fora.
• Collaborate with other ESAs (European Supervisory Authorities) and the ESRB to ensure coordinated policy approaches.

Requirements

1. Eligibility Criteria

• Language: Excellent knowledge of English (both written and spoken). Native English speakers must demonstrate proficiency in a second EU language.
• Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
• Legal Rights: Must be entitled to full citizen rights.
• Military Service: Must have fulfilled any applicable military service obligations.
• Physical Fitness: Must be physically fit for the role.
• Background Check: Must provide a certificate of no criminal record and undergo a medical examination.

2. Qualifications and Experience

• Education: A university diploma with at least one year of relevant professional experience (if a 3-year program) or a diploma with no additional experience required (if a 4-year program).
• Professional Experience: At least 7 years (for 3-year education) or 6 years (for 4-year education) of full-time professional experience, with at least 3 years in credit and/or market risk.

3. Selection Criteria

• Knowledge of EU banking regulation.
• Proven drafting skills for regulatory documents.
• Experience in credit and/or market risk areas.
• Ability to communicate with management on regulatory developments.

Selection Procedure

• Shortlisting: Based on CV, motivation letter, and eligibility grid.
• Written Tests: Conducted in English, testing communication, knowledge, and drafting skills. Minimum score: 6/10.
• Interview: Conducted in English, assessing suitability, knowledge, and motivation. Minimum score: 6/10.
• Final Score: Total score of 12 or above qualifies for the reserve list. Recruitment is based on merit, with the highest scorers selected first.

Appointment and Employment Conditions

• Contract Type: Temporary agent fixed-term contract, 3 years with a 6-month probation period, possibly extendable.
• Start Date: Expected to start on 1 August 2013.
• Grade: AD 7, with an estimated monthly basic salary of €5,568.11.
• Employment Benefits:
  • Exempt from national tax; Community tax is applied.
  • A correction coefficient of 34.4% applies for UK-based staff.

  • Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
