The European Banking Authority (EBA), established on 1 January 2011 by Regulation (EC) No. 1093/2010, is an independent EU authority tasked with enhancing the functioning of the EU internal market through high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors. The EBA collaborates closely with other EU financial supervisory authorities, including EIOPA, ESMA, the Joint Committee, and the ESRB, as part of the European System of Financial Supervision (ESFS). It is currently seeking a Policy Expert on secondment to support its regulatory efforts in areas such as liquidity, leverage, and macro-prudential buffers.
Main Responsibilities
- Policy Development: Prepare policy stances and provide expert advice in the areas of liquidity, leverage, or macro-prudential buffers.
- Guideline Creation: Contribute to the development of guidelines and binding technical standards as part of the EU common rulebook.
- Internal Support: Assist internal committees and subgroups, including their chairpersons.
- External Representation: Represent the EBA externally at a technical level in relevant international and EU fora.
- Consultation and Training: Facilitate external consultations, implementation studies, training, and impact assessments.
- Collaboration: Work effectively with other ESAs and the ESRB to ensure coordinated and possibly joint policy stances.
Key Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Entitled to full rights as a citizen.
2. Educational and Professional Qualifications
- Education: Completed university studies of at least three years, evidenced by a diploma.
- Experience: At least three years of full-time professional experience in bank regulation or banking supervision.
- Language Skills: Excellent knowledge of English (written and spoken); knowledge of other EU languages is advantageous.
3. Additional Competencies
- EU Regulation Knowledge: Proven understanding of EU banking regulation.
- Policy Drafting: Experience in drafting policy stances and regulations.
- Stakeholder Engagement: Proven ability to interact with a wide range of stakeholders in the EU legislative process.
- Communication Skills: Strong verbal and written communication skills.
- Teamwork and Adaptability: Good team player with strong interpersonal skills, flexibility, and the ability to work under time pressure.
Conditions of Secondment
- Duration: Minimum six months, up to two years, renewable.
- Employer: The home authority (a national supervisory authority or an IGO) remains the employer during the secondment.
- Eligibility for Secondment: The candidate must have worked for their employer for at least 12 months before the secondment and must continue to be employed by the same employer during the period.
- Salary and Benefits: The employer is responsible for salary and social rights, including social security and pension.
- Subsistence Allowance: The EBA provides daily and monthly subsistence allowances, set annually by the Commission.
