- Facilitate external consultations, impact assessments, and training related to liquidity regulations.
- Represent the EBA externally in technical discussions on liquidity matters.
Key Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Civic rights: Must be entitled to full rights as a citizen.
- Military service: Must have fulfilled any applicable military service obligations.
- Physical fitness: Must be physically fit to perform the duties.
- Criminal record: Must provide a certificate of no criminal record.
- Medical examination: Required to meet Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.
2. Qualifications and Experience
- Education: A completed university degree with a diploma.
- For a 3-year education: At least 1 year of relevant professional experience.
- For a 4-year or longer education: No additional professional experience is required.
- Professional experience:
- At least 10 years (for 3-year education) or 9 years (for 4-year education) of full-time experience in bank regulation or supervision.
- Experience must be relevant to the position and counted from the date of diploma award.
- PhD studies may be counted as professional experience if they were on a paid basis (e.g., study grant or internship grant).
- Maximum duration for PhD is 3 years, provided it was completed before the application deadline.
3. Language Skills
- Excellent English (both written and spoken).
- Native English speakers will be tested for a second language.
- Knowledge of other EU official languages is an advantage.
4. Selection Criteria
- Proven expertise in EU banking regulation, especially the Capital Requirements Regulation (CRR) related to liquidity.
- Experience in drafting policy stances and regulations.
- Ability to present to management on regulatory developments.
- Experience in engaging with EU legislative stakeholders.
- Must possess interpersonal skills, teamwork abilities, and time management skills.
- Must be able to work independently and meet tight deadlines.
Selection Procedure
- Shortlisting: Based on CV, motivation letter, and eligibility grid.
- Written tests: Conducted in English, testing communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interviews: Held in English, assessing suitability, motivation, and professional knowledge. Minimum score: 6/10.
- Final selection: Candidates are ranked by merit, with the highest scorers being recruited. Those scoring 12 or above are placed on a reserve list valid until 31 December 2014.

Appointment and Employment Conditions
- Contract type: Temporary fixed-term contract of 3 years, with a 9-month probation period.
