The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with further amendments in 2013. It plays a crucial role in ensuring high-quality, effective, and consistent regulation and supervision across the EU banking, payments, and e-money sectors. The EBA is part of the European System of Financial Supervision (ESFS) and collaborates closely with other financial supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the European Stability Mechanism (ESRB).
Policy Expert Position
The EBA is currently seeking a Policy Expert with a quantitative background to join the Credit, Market and Operational Risk Policy Unit. This role is vital for supporting the EBA's regulatory efforts in market risk, market infrastructure, and OTC derivatives regulation.
Main Responsibilities
- Participating in EBA working groups and representing the EBA at a technical level
- Collaborating with other ESAs and the ESRB
- Providing quantitative support for regulatory activities
- Facilitating external consultations, implementation studies, training, and impact assessments
- Offering administrative support when needed
- Performing other related tasks as required
Requirements
1. Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway
- Full citizen rights and no criminal record
- No outstanding military service obligations
- Physical fitness for the role
2. Qualifications
- A university degree in economics, business administration, statistics, mathematics, or a related field
- Recognition of qualifications by EU or EEA authorities, or by a delegated body if obtained outside the EU
3. Professional Experience
- At least 3 years of full-time professional experience in bank regulation, supervision, or similar roles
- Experience is counted from the date of diploma award to the application deadline
4. Language Skills
- Excellent knowledge of English (both written and spoken)
- Native English speakers must demonstrate proficiency in a second EU language
5. Selection Criteria
- Knowledge of banking regulation, especially in market risk and market infrastructure
- Proven expertise in applied financial theory
- Experience in drafting technical reports, policies, and regulations
Advantages:

Selection Procedure
- A selection committee will evaluate applications based on eligibility and selection criteria
- Shortlisted candidates may be invited for written tests and interviews
- Written tests in English assess communication, knowledge, and drafting skills (minimum score: 6 out of 10)
- Interviews in English evaluate suitability, knowledge, and motivation (minimum score: 6 out of 10)
- Successful candidates are ranked by merit; those scoring 12 or above are placed on a reserve list valid until 31 December 2014

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years with a nine-month probation period and possible extension
- Expected Start Date: 1 December 2014
- Grade: AD 6
- Estimated Monthly Salary: €4,960.64
- Benefits: Includes Community tax, expatriation allowance, annual leave, pension, sickness insurance, unemployment allowance, and travel insurance

- Complaints to the European Ombudsman: Pursuant to Article 195(1) of the Treaty establishing the European Community, to the Ombudsman in Strasbourg
