Overview
The European Banking Authority (EBA), established on 1 January 2011 by Regulation (EC) No. 1093/2010, is an independent EU authority responsible for ensuring high-quality, effective, and consistent regulation and supervision in the banking, payments, and e-money sectors. Job Description: Policy Expert on Secondment
Main Responsibilities
- Policy Development: Prepare policy stances and provide expert advice on liquidity, leverage, and capital buffers.
- Internal Support: Assist internal committees and subgroups, including their chairpersons.
- Guideline Development: Ensure timely and high-quality completion of guidelines and binding technical standards.
- External Representation: Represent the EBA technically in EU and international forums.
- Consultation and Training: Facilitate external consultations, implementation studies, training, and impact assessments.
- Collaboration: Work closely with other European Supervisory Authorities (ESAs) and the European Systemic Risk Board (ESRB) to develop coordinated policies.
Requirements
1. Eligibility Criteria
- Language Proficiency: Fluency in one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has initiated accession negotiations.
- Citizenship Rights: Must have full rights as a citizen of the relevant country.
2. Qualifications
- Education: Completed university studies of at least three years, with a diploma.
- Professional Experience: At least five years of full-time experience in bank regulation, banking supervision, or financial institution operations.
3. Language Skills
- English: Excellent knowledge is required.
- Other Languages: Knowledge of other EU languages is a plus.
4. Selection Criteria
- EU Banking Regulation Knowledge: Proven understanding of EU banking regulations.
- Policy Drafting Experience: Experience in drafting policy stances and regulations.
- Communication Skills: Ability to present information to management and engage with stakeholders.
- Stakeholder Engagement: Experience in EU legislative processes and working with diverse stakeholders.
- Specialized Experience: Experience in liquidity, leverage, and capital buffer regulation is essential.

Secondment Details
- Duration: Minimum 6 months, up to 2 years, renewable.
- Employer: The candidate must be a national expert from a member of the European System of Financial Supervision or an IGO.
- Employment Conditions:
- Must have worked for at least 12 months prior to the secondment.
- Salary and social rights (including social security and pension) will be maintained by the home authority.
- Expected Start Date: 1 November 2012.
Conditions of Secondment
- The EBA will provide a daily and monthly subsistence allowance, as determined annually by the Commission.
- The secondment is subject to the EBA’s internal rules on the secondment of national experts.
