The European Banking Authority (EBA) is seeking a Policy Expert for the Economic Analysis and Impact Assessment Unit. The position is a temporary agent fixed-term contract with a duration of 3 years, potentially extendable. The role is based in Paris, France, and the deadline for applications is 15 October 2019 at 12:00 noon Paris time. The reserve list for this position is valid until 31 December 2020.

Main Purpose

The Policy Expert will support the Head of Economic Analysis and Impact Assessment Unit in conducting impact assessments for proposed regulatory changes in the areas of capital, market, liquidity regulation, and other reforms related to the EU banking sector. The candidate will also contribute to technical projects, EBA monitoring reports, and economic analysis work, delivering independent research and analysis.

Main Responsibilities

• Preparing policy stances and supporting speech preparation.
• Conducting statistical and econometrical analysis.
• Supporting impact assessment work on various topics related to EU banking sector regulation.
• Ensuring timely delivery of high-quality analysis and reports, including managing the publication process and incorporating comments from relevant bodies.
• Assisting internal committees and their chairpersons.
• Liaising with staff from other EBA units and National Competent Authorities.
• Representing the EBA in technical working groups and external collaborations.

Requirements

Eligibility Criteria

• Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
• Must have full citizen rights.
• Must have completed university studies (at least 3 years).
• Must be physically fit.
• Must have excellent knowledge of English and satisfactory knowledge of another EU language.

Professional Experience

• Minimum of 3 years of full-time professional experience after obtaining the required education.
• Preference for experience in bank regulation, banking supervision, macroprudential analysis, or similar roles in the banking sector.

Selection Criteria

• Proven experience in impact assessment or technical analysis related to the EU banking sector.
• Experience in drafting policy stances and regulatory texts.
• Good knowledge of EBA supervisory reporting frameworks (e.g., COREP, FINREP).
• Experience in speech writing and briefing notes for senior management.

Desirable Qualifications

• Experience in an EU/multicultural/international environment.
• A publication record in banking and financial sector research.

Selection Procedure

• Written tests in English to assess written communication, knowledge, and drafting skills. Minimum score: 6/10.

• Total score of 12/20 or higher is required for inclusion in the reserve list, which may be used for future recruitment.

Appointment and Employment Conditions

• Contract type: Temporary agent (fixed-term), 3 years with a probation period of 9 months.
• Estimated start date: 1 December 2019.
• Grade: AD 6.
• Estimated monthly basic salary: € 5,416.58.
• Employment benefits include:
