Overview

Core Mission and Responsibilities
The EBA is seeking a Junior Bank Expert to support its operations in London, UK. The main responsibilities of the role include:
- Monitoring the Colleges of Supervisors of major cross-border banking groups.
- Facilitating the implementation of crisis management frameworks in the EU.
- Supporting the efficient functioning of the Colleges of Supervisors.
- Assisting in the development and implementation of recovery and resolution plans.
- Preparing and coordinating the identification of good practices for crisis management.
- Facilitating briefings for EBA representatives at meetings with external stakeholders.
- Collaborating with other EU financial authorities, such as EIOPA and ESMA, as well as international bodies like the FSB.
- Performing other duties as required.
Eligibility Criteria
To be eligible for the position, candidates must meet the following general and specific criteria:
General Eligibility:
- Be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Be entitled to full citizen rights.
- Have fulfilled any applicable military service obligations.
- Be physically fit for the role.
- Provide a certificate of no criminal record and undergo a medical examination.
Specific Eligibility:
- Qualifications: A university degree (at least 3 years of study) with at least one year of professional experience, or a university degree (4 years or more) with no less than one year of professional experience.
- Professional Experience: At least 3 years (for 3-year degrees) or 2 years (for 4-year degrees) of full-time regulatory experience in crisis management, particularly in major financial institutions.
- Language Requirements: Excellent knowledge of English (written and spoken). Knowledge of other EU official languages is an advantage.
Selection Criteria
In addition to the eligibility criteria, candidates must demonstrate:
- Proven knowledge of EU banking regulation and supervision.
- Experience in drafting policy-related documents (papers, memos, briefings).
- Ability to work with a wide range of stakeholders.
- Direct experience in developing crisis management policies, recovery, and resolution plans is an advantage.
- Experience in an EU, multicultural, or international working environment.
- Strong self-management skills and the ability to work independently.
- Flexibility and a fast learning ability.
- Excellent communication and interpersonal skills.
- Ability to work efficiently under time pressure.
Selection Procedure
The selection process includes:
- Analysis of Applications: The selection committee evaluates CVs, motivation letters, and eligibility grids.
- Shortlisting: Candidates who meet the criteria may be invited for written tests and interviews.
- Written Tests: Conducted in English, testing communication, knowledge, and drafting skills. Minimum score: 6 out of 10.
- Interviews: Conducted in English, assessing suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
- Recruitment: Candidates with the highest scores are selected. Those scoring 12 or above are placed on a reserve list valid until 31 December 2012.
Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years, with a six-month probation period and possible extension.
- Starting Date: Expected to start on 1 August 2012.
- Grade: AD 5.
- Salary: Estimated monthly basic salary is €4,349.59.
- Employment Benefits:
- Salaries are exempt from national tax and subject to Community tax.
- A correction coefficient of 34.4% applies.
- Additional benefits may include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs.
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
- Access to EU Pension Scheme after 10 years of service.
