Main Purpose
The Legal Officer will contribute to the legal assistance of the EBA across various areas, including the drafting of legal frameworks, identification and assessment of legal risks, and providing solutions. The role is crucial for maintaining the legality, transparency, and stability of the financial system.
Main Responsibilities
- Provide legal advice on the interpretation and implementation of EU and national legislation relevant to the EBA's activities.
- Draft legal opinions, briefs, reports, and correspondence on legal issues.
- Support the EBA's Mediation Panel.
- Address data protection and transparency matters under relevant EU regulations.
- Draft internal rules and guidelines with legal and governance considerations.
- Participate in legal proceedings and represent the EBA in judicial and administrative contexts.
- Assist with institutional relations and legal matters involving EU institutions, member states, and international organizations.
- Support the drafting of legal defences in cases involving the EBA.
- Prepare legal instruments under tight deadlines.
- Work in an EU or international environment and demonstrate strong communication and analytical skills.
Requirements
Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another.
- Nationality of an EU member state, Iceland, Liechtenstein, or Norway.
- Full citizen rights, fulfilled military service obligations, and physical fitness for the role.
Qualifications
- A law degree with a diploma and at least one year of professional experience (if the normal education period is three years).
- Or a law degree with a diploma and no additional professional experience (if the normal education period is four years or more).
- Only qualifications from EU/EEA authorities or recognized equivalents are accepted.
Professional Experience
- At least 7 years of relevant experience (for a 3-year education) or 6 years (for a 4-year or longer education) in financial regulation or supervision.
Language Skills
- Excellent knowledge of English (written and spoken).
- Knowledge of other EU official languages is an advantage.
Selection Criteria
- Strong knowledge of EU law, banking regulation, and supervision.
- Proven legal drafting skills and experience in legal briefs, opinions, and submissions.
- Experience in mediation and/or arbitration.
- Ability to draft timely and thorough responses to senior management.
- Familiarity with data protection and transparency laws.
- Experience in EU/multicultural/international environments.
- Strong analytical, communication, and interpersonal skills.
- Ability to work independently and under time pressure.
- Team-player attitude with good collaboration skills.

Selection Procedure

Appointment and Employment Conditions
- The contract is a temporary fixed-term contract of three years with a six-month probation period and possible extension.
- Expected start date: 1 July 2013.
- The position is at grade AD 7, with a monthly basic salary of €5,568.11.
- Salaries are exempt from national taxes and subject to a Community tax at source.
- Benefits include expatriation allowances, household allowances, dependent child allowances, and others based on family and origin.
- Additional benefits: annual leave, pension, sickness and accident insurance, unemployment allowance, and travel insurance for missions.
