Main Purpose
The Policy Expert (Audit and Accounting) position is aimed at supporting the EBA's regulatory work in the areas of audit and accounting. The role involves contributing to the development of high-quality standards and ensuring their consistent and effective application across the EU and international fora.
Main Responsibilities
- Policy Development: Prepare policy stances and provide policy advice in audit and accounting.
- Guideline Development: Lead the creation of guidelines and binding technical standards in line with the EBA Work Program.
- Timely Execution: Ensure the timely completion of such guidelines and standards.
- External Representation: Represent the EBA at a technical level in international and EU discussions.
- Support to Committees: Assist internal committees and subgroups, including facilitating external consultations, implementation studies, training, and impact assessments.
- Stakeholder Engagement: Engage with a wide range of stakeholders in the EU legislative process.
- Collaboration: Work effectively with other ESAs and the ESRB to develop coordinated policy positions.
Requirements
1. Eligibility Criteria
- Language Proficiency: Excellent knowledge of English (written and spoken); satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Rights: Full rights as a citizen and fulfilled obligations regarding military service.
- Physical Fitness: Must be physically fit for the role.
- Criminal Record: Provide a certificate confirming no criminal record.
- Medical Examination: Must undergo a medical examination as per Article 12(2)(d) of the Conditions of Employment of Other Servants of the European Communities.
2. Qualifications
- Education: A university diploma with at least one year of relevant professional experience (for 3-year education) or a university diploma with no additional experience required (for 4-year or longer education).
- Professional Experience: At least 4 years (for 3-year education) or 3 years (for 4-year education) of full-time professional experience in bank regulation or supervision.
- Accepted Qualifications: Must be issued by EU or EEA authorities or be recognized as equivalent.
3. Selection Criteria
- EU Banking Regulation Knowledge: Proven knowledge of EU banking regulation.
- Audit and Accounting Experience: Proven experience in audit and accounting for banks.
- Accounting Standards: Comprehensive knowledge of IFRS and EU Accounting Directives.
- Auditing Standards: Knowledge of International Standards on Auditing (ISA).
- Policy Drafting: Ability to draft policy stances and regulations.
- Communication Skills: Ability to present and explain regulatory developments to management.
- Stakeholder Engagement: Experience in dealing with stakeholders in the EU legislative process.
- Advantageous Experience: Experience in auditing banks or a qualification as a chartered accountant (or similar) is preferred.

Selection Procedure
- Shortlisting: Based on CV, motivation letter, and eligibility grid.

- Interviews: Held in English; assess suitability, professional knowledge, and motivation. Minimum score: 6/10.
- Final Selection: Candidates are ranked by merit; those scoring 12 or above are placed on a reserve list valid until 31 December 2013.

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years, with a probation period of nine months and possible extension.
- Expected Start Date: 1 March 2013.
- Grade: AD 6.
- Estimated Salary: €4,921.28 per month (basic salary, tax-exempt with Community tax at source).
- Benefits: Includes expatriation, household, dependent child, education, and installation allowances, as well as travel insurance, annual leave, and access to EU pension and insurance schemes.

- Appeal to EU Civil Service Tribunal: Address to the Tribunal in Luxembourg, with a time limit starting from notification of the adverse decision.
- European Ombudsman: Address to Strasbourg, France, with a requirement to first approach the relevant institution before lodging a complaint.
- Note: The Civil Service Tribunal does not review decisions unless selection board procedures are violated.
