Overview
The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. It plays a key role in ensuring a high quality, effective, and consistent level of regulation and supervision across the EU banking sector, with a focus on financial stability, transparency, and the protection of depositors and investors. Core Responsibilities
The Junior Policy Expert on secondment in the area of crisis management will be responsible for:
- Preparing policy stances and providing policy advice in their area of expertise.
- Contributing to the development of guidelines and binding technical standards as part of the EU common rulebook.
- Supporting internal committees and subgroups, including their chairpersons.
- Ensuring timely completion of guidelines and technical standards in line with agreed processes and quality standards.
- Representing the EBA externally at a technical level in crisis management-related matters.
- Facilitating external consultations, implementation studies, training, and impact assessments.
- Cooperating with other ESAs and the ESRB to develop coordinated policy positions and standards.
Eligibility Criteria
General Requirements
- Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has decided to open accession negotiations.
- Must have full citizen rights.
- Must have thorough knowledge of one EU language and satisfactory knowledge of another.
- Must have excellent knowledge of English (both written and spoken).
Specific Requirements
- Education: Completed university studies of at least three years, evidenced by a diploma.
- Professional Experience: At least three years of full-time professional experience in bank regulation, banking supervision, or banking operations.
Selection Criteria
In addition to the eligibility criteria, candidates must demonstrate:
- Proven knowledge of EU banking regulation and its implementation in crisis management.
- Experience in drafting policy stances and regulations.
- Ability to provide information and presentations to management on regulatory developments.
- Experience in engaging with a wide range of stakeholders in the EU legislative process.
- Professional experience in the development of banking regulation, supervision, or operations.
Preferred qualifications include:
- Experience in an EU/multicultural/international working environment.
- Ability to manage workload independently.
- Flexibility and fast learning capability.
- Excellent communication skills.
- Strong teamwork and interpersonal skills.
- Ability to work efficiently under time pressure.
Appointment and Secondment Conditions
- The position is a secondment from a national supervisory authority for a minimum of six months and up to two years, with the possibility of renewal.
- The home authority remains the employer during the secondment period and is responsible for salary and social rights (including social security and pension).
- The expected starting date is as soon as possible.
