Overview
The European Banking Authority (EBA), established on 1 January 2011 by Regulation (EC) No. 1093/2010, is an independent EU authority tasked with ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, and e-money. Position: Senior Policy Expert
Main Purpose
To provide economic analysis and impact assessment support for the EBA’s regulatory and oversight functions, particularly in the development of guidelines, recommendations, opinions, and binding technical standards.
Main Responsibilities
- Conduct impact assessment for EBA’s policy options during the drafting of guidelines, recommendations, opinions, and technical standards.
- Support the EBA’s oversight activities through similar impact assessments.
- Participate in EBA working groups and represent the EBA at a technical level, cooperating with other ESAs and ESRB.
- Perform economic analysis of proposed technical standards, guidelines, and supervisory recommendations.
- Facilitate training on impact assessment methodologies for EBA staff.
Eligibility Criteria
General Requirements
- Fluency in one EU language and satisfactory knowledge in another.
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full citizen rights and compliance with military service obligations.
- Physical fitness for the role.
- A certificate of no criminal record and a medical examination.
Specific Requirements
- Education: A university degree in economics or a related field, with at least one year of professional experience if the normal education period is three years, or a degree with no additional experience required if the normal education period is four years or more.
- Professional Experience: At least 12 years of full-time professional experience after completing the required education.
- Language Skills: Excellent knowledge of English (written and spoken). Knowledge of other EU languages is an advantage.
Selection Criteria
Candidates must demonstrate:
- Proven knowledge of EU banking regulation.
- Experience in providing microeconomic analysis of financial regulatory and supervisory issues.
- Experience in drafting policy, regulation, and economic-related documents.
- Ability to advise senior management.
- Familiarity with impact assessment methodologies and the European Commission's framework.
- Experience in engaging with a wide range of stakeholders.
- Ability to work effectively in an EU/multicultural/international environment.
Advantages include:
- At least 3 years in a comparable role.
- Ability to explain microeconomic analysis in non-technical terms.
- Higher education (e.g., Doctorate) in economics or related fields.
- Econometric skills and understanding of macroeconomic environments.
Selection Procedure
The process includes:
- Establishment of a Selection Committee.
- Analysis of Applications: CV, motivation letter, eligibility grid, and reference letter.
- Shortlisting: Candidates may be invited for written tests and interviews.
- Written Tests: Conducted in English, testing knowledge, analysis, summarization, and drafting skills (maximum 10 points).
- Interviews: Conducted in English, assessing suitability, professional knowledge, and motivation (maximum 10 points).
- Final Selection: Candidates are ranked by merit. Those scoring 14 or above are placed on a reserve list valid until 31 December 2012.

Appointment and Employment Conditions
Contract Details
- Type: Temporary agent fixed-term contract.
- Duration: Three years with a six-month probation period, possibly extendable.
- Start Date: Expected to begin on 1 May 2012.
Grade and Salary
- Grade: AD 9.
- Estimated Monthly Salary: €7,127.99 (excluding national taxes).
Employment Benefits
- Salaries: Exempt from national tax; Community tax at source applies.
- Correction Coefficient: 34.4% for the UK.
- Allowances: May include expatriation, household, dependent child, education, installation, and removal cost reimbursement.
- Annual Leave: Two days per calendar month, plus additional days based on age, grade, and distance from origin.
