The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments by Regulation (EU) No 1022/2013. The EBA is currently seeking a Policy Expert on secondment to support the Single Rulebook Q&A (Questions and Answers) process, which addresses stakeholders' questions on the practical application of the Capital Requirements Regulation (CRR) and Capital Requirements Directive (CRD). This role also includes contributing to the development of policy stances and regulatory texts, and potentially representing the EBA externally.
Main Responsibilities
- Support the Single Rulebook Q&A process for CRR/CRD texts and related technical standards (TS) and guidelines.
- Ensure efficient execution and administration of the Q&A process.
- Prepare policy stances and provide policy advice for consistent and effective application of banking regulations.
- Support internal committees and subgroups, particularly in the context of the Q&A process.
- Represent the EBA externally at a technical level in relevant areas.
Requirements
1. Eligibility Criteria
- Language Skills: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship Rights: Must be entitled to full rights as a citizen.
2. Qualifications
- Must have a university degree of at least three years.
- Qualifications must be from EU/EEA Member States or recognized as equivalent.
- If obtained outside the EU, must be recognized by a relevant EU/EEA authority.
3. Professional Experience
- At least two years of full-time professional experience in bank regulation, banking supervision, or similar roles.
- Experience is counted from the date of obtaining the relevant diploma up to the application deadline.
4. Language Proficiency
- Excellent knowledge of English (both written and spoken).
- Native English speakers must prove proficiency in a second language.
5. Selection Criteria
- Proven knowledge of EU banking regulation, especially CRR/CRD.
- Experience in drafting policy stances and regulatory texts.
- Experience in providing information and presentations to management.
- Experience in engaging with stakeholders in EU legislative processes.

Appointment and Conditions
- The position is a secondment from a national supervisory authority or an IGO.
- Minimum duration: 6 months, maximum: 2 years, renewable.
- The home authority remains the employer during the secondment.

- The employer must continue to pay the salary and maintain social rights, including social security and pension.

- The EBA provides daily and monthly subsistence allowances during the secondment period.
