The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010. Its primary mission is to enhance the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, e-money, and related areas such as corporate governance, auditing, and financial reporting. The EBA collaborates with other EU financial regulatory bodies like EIOPA, ESMA, and the ESRB, and plays a key role in promoting financial stability, transparency, and the protection of depositors and investors.

Main Purpose

The position of Bank Sector Analyst at the EBA is aimed at contributing to the development of a robust risk assessment and data analysis framework. This includes the creation of quantitative tools for risk monitoring, early warning systems, and stress testing methodologies.

Main Responsibilities

• Develop and lead specific work streams for risk assessment and data analysis frameworks, including stress testing methodologies and systemic risk analysis.
• Conduct ongoing risk assessments and thematic risk analyses.
• Enhance the EBA's capacity to collect, manage, and utilize supervisory data and other relevant information.
• Provide briefings for EBA representatives in meetings with external stakeholders, including policy makers and regulatory bodies.
• Support working groups within and outside the EBA structure.
• Collaborate with other ESAs, the ESRB, and international regulatory bodies.

Requirements

1. Eligibility Criteria

• Fluency in one EU language and satisfactory knowledge in another.
• Nationality of an EU Member State, Iceland, Lichtenstein, or Norway.
• Full citizenship rights and completion of military service obligations.
• Physical fitness to perform the job duties.
• A certificate of no criminal record and a medical examination as per Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.

2. Qualifications

• A university degree with at least one year of relevant professional experience (for a 3-year degree).
• Or a university degree with no additional experience required (for a 4-year or longer degree).

3. Professional Experience

• At least 9 years (for 3-year degree) or 8 years (for 4-year degree) of full-time professional experience in fields related to banking, risk assessment, data analysis, and stress testing.

4. Language Skills

• Excellent knowledge of English (written and spoken).
• Knowledge of other EU official languages is an advantage.

5. Selection Criteria

• Experience in stress testing methodology, including top-down approaches.
• Proven skills in banking data analysis and risk assessment.
• Experience in drafting reports and briefings on banking sector risks.
• Experience in engaging with a wide range of stakeholders.
• Knowledge of statistical and econometric software (preferably SAS).

Selection Procedure

• A selection committee will evaluate applications based on CV, motivation letter, and eligibility criteria grid.
• Shortlisted candidates may be invited to written tests and interviews.
• Written tests are in English and assess communication, knowledge, and drafting skills. Minimum score: 6 out of 10.
• Interviews are also in English and evaluate suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
• Successful candidates will be ranked by merit, with top scorers recruited and those scoring 12 or above placed on a reserve list valid until 31 December 2013. Reserve list inclusion does not guarantee recruitment.

Appointment and Employment Conditions

• Contract Type: Temporary fixed-term contract of 3 years, with a 9-month probation period and possible extension.
• Starting Date: Expected to be 1 June 2013.
• Grade: AD 8.
• Estimated Salary: €6,299.95 per month (basic salary, tax-exempt with Community tax at source).
• Benefits: Includes expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and travel insurance. Also includes annual leave, pension scheme, sickness insurance, unemployment and invalidity allowance.
