Job Overview
The EBA is currently recruiting a Junior Policy Expert (Impact Assessment) for its offices in London, United Kingdom. The role is located in the Policy Analysis and Coordination Unit and involves providing economic analysis and impact assessment support to the EBA's regulatory, oversight, and consumer protection activities.
Main Responsibilities
- Conducting impact assessments for EBA's regulatory proposals, including guidelines, recommendations, opinions, and binding technical standards.
- Supporting the Regulatory, Oversight, and Consumer Protection Units in analyzing the costs and benefits of policy options.
- Participating in working groups and representing the EBA at a technical level.
- Collaborating with other ESAs and the ESRB in the candidate's area of expertise.
- Performing economic analysis on financial regulatory and supervisory issues.
- Executing other related tasks as required by the Head of the Unit.
Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship Rights: Full rights as a citizen.
- Military Service: Completed any applicable obligations.
- Physical Fitness: Fit to perform the duties of the post.
- Criminal Record: No criminal record (certified upon appointment).
- Medical Examination: Required to meet Article 12(2)(d) of the Conditions of Employment of Other Servants.
2. Qualifications and Experience
- Education: At least three years of university education in economics or a related field, with a recognized diploma.
- Professional Experience: Minimum of three years of full-time experience in bank regulation, banking supervision, or economic research.
- Language Skills: Excellent English (both written and spoken), with native English speakers required to demonstrate second language proficiency.

Selection Procedure
- Committee: A selection committee will evaluate applications based on CV, motivation letter, and eligibility criteria grid.
- Shortlisting: Candidates may be invited to written tests and interviews.
- Written Test: Conducted in English, testing drafting skills, with a minimum score of 6 out of 10.
- Interview: In English, assessing suitability, professional experience, and motivation, with a minimum score of 6 out of 10.
- Final Selection: Candidates with a total score of 12 or above may be placed on a reserve list valid until 31 December 2014.
Employment Conditions
- Contract Type: Temporary agent fixed-term contract, 3 years with a 6-month probation period, possibly extended.
- Start Date: Expected 16 November 2013 or 1 December 2013.
- Grade: AD 6.
- Salary: Estimated monthly basic salary of €4,921.28, subject to a correction coefficient of 34.4% for the UK.
- Benefits:
- Exempt from national tax, with Community tax at source.
- Expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs may apply based on individual circumstances.
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
