The European Banking Authority (EBA) is seeking a qualified candidate for the position of Head of the Home Host Coordination Unit at its London office. The role is part of the EBA's mission to ensure consistent, effective, and high-quality regulation and supervision across the EU financial sector, with a focus on promoting stability, transparency, and protection of depositors and investors.
The EBA collaborates closely with other EU financial authorities such as EIOPA, ESMA, the Joint Committee, and the ESRB within the European Systemic Risk Board framework (ESFS). The Head of the Home Host Coordination Unit will play a pivotal role in enhancing the functioning of supervisory colleges.
Main Purpose
To lead and manage the home host team and other EBA staff in colleges, ensuring effective EBA engagement in monitoring and promoting the efficient functioning of these colleges.
Main Responsibilities
- Define and coordinate the Unit’s work programme based on EBA's mission and annual plan.
- Develop and lead guidelines for policies and actions.
- Lead the development and monitoring of the EBA's strategy for effective college functioning.
- Develop and oversee an effective work programme for EBA's college engagement.
- Ensure high-quality engagement with all relevant colleges and competent authorities.
- Design and oversee the development of new tools and methods to promote best practices.
- Act as the main communication channel between the EBA and senior management levels.
- Represent the Unit in meetings with internal and external stakeholders.
Requirements
1. Eligibility Criteria
- Language: Excellent knowledge of English (written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Lichtenstein, or Norway.
- Citizenship Rights: Full rights as a citizen.
- Military Service: Completed obligations as required by applicable laws.
- Physical Fitness: Fit to perform the duties.
2. Qualifications
- Education: Completed university studies with a diploma, and at least one year of professional experience (if normal education is 3 years) or appropriate professional experience (if normal education is 4 years or more).
- Professional Experience: Minimum of 13 years (for 3-year education) or 12 years (for 4-year education) of relevant experience in banking regulation and supervision, including at least 5 years in a comparable management position.
3. Selection Criteria
- Proven knowledge of EU banking regulation.
- Experience in EU banking regulation and supervision.
- In-depth understanding of supervisory risk assessments.
- Experience in managing teams, planning work streams, and coordinating through change.
- Experience in dealing with a wide range of stakeholders, including senior management.
- Proven experience in strategy building and implementation.

Selection Procedure
- Committee: A selection committee will evaluate applications based on eligibility and selection criteria.
- Written Tests: Conducted in English, assessing communication, knowledge, and drafting skills. Minimum score: 6 out of 10.
- Interviews: Conducted in English, evaluating suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
- Recruitment: Candidates with the best scores will be recruited. Those scoring 12 or above will be placed on a reserve list valid until 31 December 2012.
- Confidentiality: All committee proceedings are strictly confidential. Contact with members is forbidden.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of 3 years with a 9-month probation period, possibly extendable.
- Start Date: Expected to start on 1 November 2012.
- Grade: AD 10, with a monthly basic salary of €8,064.86.
- Employment Benefits:
- Exempt from national tax; Community tax at source applies.
- Correction coefficient of 34.4% for UK-based staff.
- Possible entitlements: expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs.
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
- EU Pension Scheme after 10 years of service.
- Coverage under EU Joint Sickness and Insurance Scheme, accident and occupational disease insurance, unemployment and invalidity allowance.
- Travel insurance for missions.
