Main Purpose
The main purpose of the Head of Credit, Market and Operational Risk Policy Unit position is to lead the EBA's regulatory work on credit, market, operational, and concentration risks for the EU banking sector. This includes the development of regulatory policies, technical standards, and related corporate governance, auditing, and financial reporting issues.
Main Responsibilities
- Lead a team of regulatory policy experts in the development of draft regulations and policy positions.
- Coordinate and manage the EBA's staff positions on credit, market, and concentration risks, as well as operational risks for banks and investment services.
- Conduct internal and public consultations on technical standards and ensure their coordination across the EU.
- Contribute to regulatory and policy reports.
- Foster strategic relations with national regulators and international bodies.
- Define and coordinate the work programme of the Unit based on the EBA's mission and annual plan.
- Represent the Unit internally and externally, including in meetings with stakeholders.
- Support the exchange of information between the EBA and national authorities.
- Act as the main channel for communication within the EBA.
Requirements
1. Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another.
- Nationality of an EU Member State, Iceland, Lichtenstein, or Norway.
- Full citizen rights, no criminal record, and fulfillment of military service obligations.
- Physical fitness for the role.
2. Selection Criteria
- Proven experience in designing, drafting, and negotiating banking regulations.
- Comprehensive knowledge of credit, market, and concentration risk policies.
- Experience in coordinating international teams of policy experts.

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid.
- Shortlisted candidates may be invited for written tests (in English, total score 10, minimum 6) and interviews (in English, total score 10, minimum 6).
- Successful candidates will be listed in order of merit, with the highest scorers being recruited and others placed on a reserve list valid until 31 December 2013.
Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract of three years, with a nine-month probation period and possible extension.
- Expected start date: 1 November 2012.
- Grade: AD 10, with an estimated monthly basic salary of €8,064.86.
- Employment conditions include:
- Exemption from national tax, with Community tax at source.
- Correction coefficient of 34.4% applicable to UK staff.
- Possible entitlement to allowances based on family situation and origin.
- Annual leave of two days per calendar month plus additional days.
- Access to EU Pension Scheme after 10 years of service.
- EU Joint Sickness and Insurance Scheme, unemployment and invalidity allowance, and travel insurance for missions.
