Main Responsibilities
The Policy Expert position, specifically in the area of Securitisation and Covered Bonds, involves:
- Preparing policy stances and providing policy advice on securitisation and covered bonds.
- Supporting internal committees and subgroups, including acting as a chairperson's assistant.
- Leading the development of guidelines, binding technical standards, and reports in accordance with agreed processes and quality standards.
- Facilitating external consultations, implementation studies, training, and impact assessments related to the guidelines and standards.
- Representing the EBA externally on a technical level in the area of liquidity.
Key Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
2. Educational Qualifications
- Minimum of three years of university education (attested by a diploma).
- Qualifications must be from EU/EEA Member State authorities or be recognized as equivalent.
- If obtained outside the EU, the candidate must provide proof of recognition by a relevant EU/EEA authority.
3. Professional Experience
- At least three years of full-time professional experience in relevant fields (banking regulation, securitisation, covered bonds, etc.).
- Experience is counted from the award of the diploma up to the application deadline.
- PhD can be counted as professional experience if the candidate received a study grant or salary, with a maximum of three years.
4. Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
5. Selection Criteria
- Proven knowledge of EU banking regulation, particularly in securitisation and covered bonds.
- Experience in drafting technical reports, policy, and regulation.
- Ability to present information to management on regulatory developments.
- Experience in engaging with EU legislative stakeholders.
6. Competencies

Appointment and Engagement
