The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010. It plays a crucial role in improving the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors, as well as related areas such as corporate governance, auditing, and financial reporting. The EBA collaborates closely with other European Supervisory Authorities (ESAs), including EIOPA and ESMA, and the European Systemic Risk Board (ESRB).

Position Overview

The EBA is currently seeking a Data Analysis Officer on secondment to be based in its offices in London, United Kingdom. The role is designed to support the EBA’s regulatory efforts through data management and quantitative analysis of policy proposals.

Main Responsibilities

• Developing the internal data warehouse based on the needs of the regulation area.
• Preparing quantitative analyses on various topics related to banking regulation and the development of regulatory technical standards.
• Acting as a liaison officer between the IT department and policy experts.
• Building a quantitative platform to support policy proposal development and analysis.
• Representing the EBA externally on technical matters.
• Cooperating with other ESAs and the ESRB on data-related issues.

Requirements

Eligibility Criteria

• Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
• Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has opened accession negotiations.
• Citizenship rights: Must be entitled to full rights as a citizen.

Qualifications

• Completed university studies of at least three years, with a diploma attesting to this.
• At least three years of full-time professional experience in bank regulation or banking supervision.

Selection Criteria

• Knowledge of EU banking regulation.
• Strong quantitative skills in data management and programming languages such as Matlab or SAS.
• Understanding of IT infrastructure for database development.
• Experience in drafting policy stances and regulations.
• Ability to provide information and present to management on regulatory developments.
• Professional experience in economic and market analysis.

Appointment and Conditions

• The position is a secondment from a national supervisory authority or an IGO (International Governmental Organisation).
• The secondment lasts a minimum of six months and up to two years, with the possibility of renewal.
• The home authority remains the employer during the secondment period and is responsible for salary and social rights.
• The expected starting date is 16 October 2012.

Conditions of Secondment

• The seconded national expert (SNE) is entitled to a daily subsistence allowance as per EBA rules.
