The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010. Main Responsibilities
- Support the work of the ESA's Joint Committee, including the preparation and coordination of meetings, agendas, and work programmes.
- Assist the EBA's Chairperson in his role as second vice Chair of the European Systemic Risk Board (ESRB) during 2014.
- Prepare policy stances and briefings for EBA representation at meetings involving external policy makers, EU political institutions, regulatory bodies, and other stakeholders.
- Contribute to the drafting of responses from the EBA to these external entities.
Key Requirements
1. Eligibility Criteria
- Language Proficiency: Must know one EU language thoroughly and another satisfactorily.
- English Language: Excellent knowledge of English (both written and spoken) is required. Native English speakers must demonstrate proficiency in a second language.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has initiated accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
2. Qualifications
- Must have a university degree of at least three years, evidenced by a diploma.
3. Professional Experience
- At least three years of full-time professional experience in bank regulation or banking supervision.
4. Selection Criteria
- Proven knowledge of EU banking regulation.
- Experience in dealing with a wide range of stakeholders.
- Experience in drafting policy-related documents such as papers, memos, and briefings.
- Ability to work in an EU/multicultural/international environment.
- Self-management skills, flexibility, and a fast learning capacity.
- Strong communication and interpersonal skills.
- Capacity to work efficiently under time pressure.

Appointment and Conditions of Engagement
- The position is a secondment from a national supervisory authority or an IGO (International Governmental Organisation).
- The secondment lasts a minimum of twelve months and up to eighteen months, with the possibility of renewal.
- The home authority remains the employer during the secondment.
- The candidate must have worked for at least 12 months for their employer (permanent or contractual basis) before the secondment.
- The employer must continue to provide salary and maintain social rights, including social security and pension.
- The expected starting date is 1 December 2013.
Conditions of Secondment
- The seconded national expert (SNE) is entitled to daily and monthly subsistence allowances, set annually by the European Commission.
- The starting date is as soon as possible.
