The European Banking Authority (EBA) is an independent EU institution established in 2011, tasked with enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors. The EBA is currently seeking a Human Resources Assistant on secondment for a period of 3 to 24 months, renewable, to be based in its London office.
Main Responsibilities
- Recruitment Support: Handling registration, screening, and organization of interviews and medical examinations.
- Performance Appraisal: Assisting in performance evaluation processes.
- Training Needs Analysis: Supporting training-related activities and needs analysis.
- Procurement: Managing HR-related procurement tasks.
- HR IT System Management: Ensuring smooth operation and data quality of the HR IT system.
- Financial Administration: Administering expenses related to interviews and medical exams, and providing support in all financial matters related to HR.
- Additional Tasks: Performing any other administrative duties as assigned by the Director Operations or Principal Human Resources Officer.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has initiated accession negotiations.
- Must have full citizen rights.
- Must possess thorough knowledge of one EU language and satisfactory knowledge of another.
- Excellent knowledge of English (both written and spoken).
2. Qualifications
- Must have secondary education or equivalent, with specific training or professional experience in HR (including HR administration, recruitment, performance appraisal, training, and HR-related procurement).
3. Professional Experience
- Must have at least 15 years of full-time experience in the field of human resources.
4. Additional Skills and Experience
- Experience in administrative support for recruitment, performance appraisal, training organization, and HR-related procurement.
- Excellent IT skills and a willingness to explore new methods for improving efficiency.
- Experience in administering reimbursement claims.
- Experience in EU/multicultural/international working environments.

Appointment and Secondment Conditions
- The position is a secondment from a national supervisory authority or current employer.
- The home authority remains the employer during the secondment period.
- The candidate must have worked for their employer for at least 12 months on a permanent or contract basis before the secondment.
- The home employer is responsible for continuing to pay the salary and maintain social rights (e.g., social security, pension).
Duration and Starting Date
- The expected start date is 1 February 2012.
- The duration of the secondment is 3 to 24 months, renewable.
Conditions of Secondment
- The candidate will receive a daily subsistence allowance and a monthly subsistence allowance from the EBA, as per the EBA decision on secondment rules.
