The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No. 1022/2013. It operates as part of the European System of Financial Supervision (ESFS) and collaborates closely with other EU financial authorities such as EIOPA and ESMA, as well as the Joint Committee and the ESRB.
The EBA is currently recruiting a Statistician for its London office. This position is part of the Credit, Market and Operational Risk Policy Unit and involves working with supervisory data, including liquidity, leverage ratio, and asset encumbrance data, to support regulatory activities and assessments.
Main Responsibilities
- Managing the EBA database and implementing IT solutions for bank analysis.
- Developing systems for the collection, storage, and use of large supervisory datasets.
- Conducting ad-hoc data collections and ensuring high data quality.
- Collaborating with the EBA’s IT team and staff responsible for supervisory reporting (e.g., FINREP and COREP).
- Supporting other regulatory activities within the EBA.
Requirements
1. Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another.
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full citizen rights, no criminal record, and fulfillment of military service obligations.
- Physical fitness for the role.
2. Selection Criteria
- Knowledge of data warehouse/OLAP concepts and dimensional modeling.
- Experience with RDBMS (ORACLE), reporting tools (SAS Suite), and ETL tools.
- Proven ability in designing relational databases and specifying performance tuning, administration, and security requirements.
- Excellent knowledge of SAS and good knowledge of SQL, PL/SQL, stored procedures, and shell scripting.

Selection Procedure
- A selection committee evaluates applications based on CV, motivation letter, and eligibility grid.
- Shortlisted candidates may undergo written tests and interviews in English.
- Written tests: Total score of 10, minimum 6 to pass.
- Interviews: Total score of 10, minimum 6 to pass.
- Successful candidates are ranked by merit, with top scorers being recruited. Candidates scoring 12 or above are placed on a reserve list valid until 31 December 2014.
Appointment and Employment Conditions
- Contract Type: Fixed-term contract of three years with a nine-month probation period, possibly extendable.
- Start Date: Expected to start on 1 September 2014.
- Function Group and Grade: Group IV, with a monthly basic salary of €3,145.45.
- Remuneration: Details are outlined in Articles 62–70 and Annex VII of the Staff Regulations.
Summary of Employment Conditions
- Salaries are tax-free and subject to Community tax at source.
- A correction coefficient of 1.392% applies to UK-based staff.
- Benefits may include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs.
- Annual leave: 2 days per calendar month, plus 2.5 days of supplementary home leave for those receiving expatriation or foreign residence allowances.
- Pension, sickness, accident, and unemployment insurance schemes are available after 10 years of service.
- Travel insurance is provided for missions.

- The European Ombudsman can be contacted for complaints, but these do not suspend the time limits for appeals.
