The European Banking Authority (EBA) is an independent EU institution established in 2011 to ensure a high quality, effective and consistent level of regulation and supervision in the banking, payments and e-money sectors. It works closely with other EU financial regulators such as EIOPA and ESMA, and is part of the European Systemic Risk Board (ESRB) and the European Supervisory Forum (ESFS). The EBA is currently seeking a Statistician to join its London office.
Main Responsibilities
- Database Management: Assist in the development and maintenance of EBA databases based on common EU reporting standards and support ad-hoc data collections for regulatory assessments.
- Data Quality: Ensure high-quality management of supervisory data, including credit registers, liquidity, leverage ratio, and asset encumbrance data.
- Collaboration: Work with the EBA’s IT team and staff responsible for supervisory reporting (e.g., FINREP and COREP).
- IT Support: Contribute to the implementation of end-user IT solutions and support the logical and physical design of relational databases.
- Software Proficiency: Utilize tools like SAS Suite and SQL for data analysis and reporting.
- Communication: Engage in testing and system specifications with IT, demonstrating strong communication and drafting skills.
Requirements
Eligibility Criteria
- Language Skills: Fluency in one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Civic Rights: Must be entitled to full citizen rights.
- Military Service: Must have fulfilled any applicable military service obligations.
- Physical Fitness: Must be physically fit for the role.
- Documentation: Must provide a certificate of no criminal record and undergo a medical examination.
Specific Qualifications
- Education: A university degree in economics or a related field (minimum 3 years of study) with a diploma.
- Recognition: Qualifications must be recognized by EU or EEA authorities or deemed equivalent.
- International Experience: If obtained outside the EU, must be recognized by an EU Member State authority.
Professional Experience
- Experience Duration: At least 3 years of full-time professional experience in relevant fields (e.g., statistical agencies, supervisory reporting).
- Documentation: Must clearly state start and end dates of all previous positions and whether they were full-time or part-time.
Selection Criteria
- Technical Skills: Experience with common reporting tools, data model analysis, and knowledge of SAS or similar software.
- SQL Proficiency: Good knowledge of SQL for database management.
- IT Interaction: Proven ability to interact with IT in testing and system specification processes.
- Soft Skills: Must be able to manage workload independently, be flexible, a fast learner, have excellent communication skills, and be a team player.

Selection Procedure

Appointment and Employment Conditions
- Contract Type: Fixed-term contract of three years, with a nine-month probation period and possible extension.
- Expected Start Date: 1 July 2015.
- Function Group and Grade: Recruit in Function Group IV, with an estimated monthly basic salary of €3,170.61.
- Remuneration: Details are outlined in Articles 62–70 and Annex VII of the Staff Regulations.
- Benefits: Includes expatriation allowance, household allowance, dependent child allowance, education allowance, and others depending on family situation and origin.
- Tax: Salaries are exempt from national tax and subject to Community tax at source.
- Leave Entitlement: 2 days of annual leave per calendar month, plus supplementary home leave (2.5 days) for those with expatriation allowance.
- Insurance: Includes EU Pension Scheme, sickness and accident insurance, unemployment and invalidity allowance, and travel insurance for missions.
