The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010, and later amended by Regulation (EU) No 1022/2013. The EBA is currently seeking a Policy Expert on secondment in the area of credit risk, with a focus on Internal Ratings-Based (IRB) models within the single market. The position is open to candidates from national supervisory authorities or international organizations (IGO), and is intended for a minimum of 12 months, up to 24 months, with the possibility of renewal.
Main Responsibilities
- Drafting reports and guidelines: Lead the development of reports and binding technical standards on credit risk, particularly IRB models.
- Review and analysis: Participate in the EBA's review of IRB models and other credit risk-related tasks.
- Q&A process: Engage in the EBA's Q&A process regarding credit risk regulation.
- Policy development: Contribute to the development of EBA policy positions in the EU and international fora.
- External representation: Represent the EBA externally in technical discussions related to credit risk.
- Support to committees: Assist internal committees and subgroups.
- Consultations and training: Facilitate external consultations, training, and impact assessments.
- Other related tasks: Perform additional duties as required by the Head of the Credit, Market and Operational Risk Policy Unit.
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, EFTA Member State, or a country with which the EU has opened accession negotiations.
- Citizenship rights: Must be entitled to full rights as a citizen.
2. Qualifications
- Education: At least three years of university studies in economics, business administration, statistics, mathematics, or a related field.
- Recognition: Qualifications must be from EU or EEA authorities or recognized as equivalent by them. If obtained abroad, must be recognized by an EU Member State authority.
3. Professional Experience
- Experience: At least 2 years of full-time professional experience in bank supervision or banking regulation, specifically in credit risk.
- Timing: Experience is counted from the date of diploma award to the application deadline.
4. Language Skills
- English: Excellent knowledge of English (both written and spoken), as it is the EBA's working language.
- Second language: Native English speakers must demonstrate proficiency in a second EU language.
5. Selection Criteria
- Experience in credit risk regulation: Proven experience in credit risk regulation, preferably from banking supervision or IRB model implementation.
- EU banking regulation knowledge: Good understanding of EU banking regulation.
- Drafting skills: Proven ability to draft reports and regulatory products.
- Communication skills: Ability to present information and updates to management on regulatory developments.
6. Advantages
- Frontline supervision: Experience in supervising large credit institutions.
- International regulatory work: Previous involvement in international regulatory working groups, especially those related to the EBA.
Conditions of Engagement
- Secondment: The position is a secondment from a national supervisory authority or an IGO.
- Employment duration: Minimum 12 months, up to 24 months, renewable.
- Salary and benefits: The home authority will continue to pay the salary and maintain social rights (e.g., social security, pension).
- Subsistence allowances: The EBA will provide daily and monthly allowances based on the Commission's annual rates and the UK's country correction coefficient.
