Overview
The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010. It operates within the European System of Financial Supervision (ESFS) and collaborates closely with other EU financial regulators such as EIOPA and ESMA, as well as the Joint Committee and the European Systemic Risk Board (ESRB). Policy Expert Position
The EBA is currently seeking a Policy Expert on secondment specializing in credit risk, market risk, or operational risk. This role is crucial in shaping the EU's regulatory framework and promoting a level playing field across the financial sector.
Main Responsibilities
- Prepare policy stances and provide policy advice in credit, market, or operational risk areas.
- Support internal committees and subgroups, including their chairpersons.
- Lead the development and ensure the timely completion of guidelines and binding technical standards.
- Facilitate external consultations, implementation studies, training, and impact assessments.
- Represent the EBA externally on a technical level in the relevant areas.
- Cooperate effectively with other ESAs (European Supervisory Authorities) and the ESRB to develop coordinated policy positions.
Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Entitled to full rights as a citizen.
2. Qualifications
- Education: Completed university studies of at least three years, as evidenced by a diploma.
- Professional Experience: At least five years of full-time experience in bank regulation or banking supervision.
3. Language Skills
- English: Excellent knowledge required (both written and spoken).
- Other EU Languages: Knowledge will be considered as an advantage.
4. Selection Criteria
- Knowledge of EU Banking Regulation: Demonstrated understanding of relevant regulations.
- Drafting Skills: Proven ability to develop regulatory products.
- Analytical Skills: Strong expertise in credit, market, or operational risk.
- Experience in Risk Regulation: Proven work experience in the specified risk areas.
- Communication Skills: Ability to present information and give presentations to management.
- Work Ethic: Ability to manage workload independently, work flexibly, and learn quickly.
- Teamwork: Strong interpersonal skills and capacity to work efficiently under time pressure.

Appointment and Engagement
- The position is offered as a secondment from a national supervisory authority.
- Duration: Minimum of six months, up to two years, with the possibility of renewal.

- The seconding authority must continue to pay the salary and maintain social rights, including social security and pension.
Conditions of Secondment
- The EBA will provide daily and monthly subsistence allowances as per the Commission's annual determination.
- The starting date is as soon as possible, with the expected start date being 01 July 2013.
