Overview
The European Banking Authority (EBA), established on 1 January 2011 by Regulation (EC) No. 1093/2010, is an independent EU authority responsible for enhancing the functioning of the EU internal market through consistent and effective banking regulation and supervision. Policy Expert Position Details
The EBA is currently seeking a Policy Expert on secondment to support its regulatory tasks related to the Capital Requirements Regulation (CRR) and Capital Requirements Directive (CRD). The role involves:
Main Responsibilities
- Preparing and providing policy advice for the consistent application of CRR/CRD and related products.
- Supporting the Q&A process for stakeholders' questions on CRR/CRD texts, binding technical standards (BTS), and guidelines.
- Participating in the development of guidelines and technical standards aligned with the EBA Work Program.
- Ensuring the efficient execution of the Q&A process and timely completion of regulatory outputs.
- Representing the EBA externally in technical discussions.
- Supporting internal committees and subgroups, especially in the Q&A process.
- Facilitating external consultations, impact assessments, and training related to EBA guidelines and standards.
- Developing EBA opinions and cooperating with other ESAs and ESRB for coordinated policy stances.
Key Focus Areas
- CRR/CRD Q&A Process: Addressing practical application questions and ensuring clarity for stakeholders.
- EU and International Regulatory Engagement: Contributing to policy development in EU and global financial regulatory fora.
- Collaboration with ESFS Entities: Working with EIOPA, ESMA, and other relevant bodies to ensure consistency and convergence.
Eligibility and Requirements
1.1 General Eligibility
- Must be a national of an EU Member State, EFTA Member State, or a country with which the EU is negotiating accession.
- Must have full citizen rights.
- Must be fluent in one EU language and have satisfactory knowledge of another.
1.2 Specific Eligibility
- Education: At least three years of university-level education (attested by a diploma).
- Professional Experience: Minimum of two years of full-time experience in bank regulation and/or supervision.
- Language Skills: Excellent English proficiency (both written and spoken). Knowledge of other EU languages is an advantage.

Secondment Conditions
- Duration: Minimum of one year, up to two years, renewable.
- Employer: The candidate must be employed by a national supervisory authority or an IGO (International Governmental Organization).
- Employment Status: Must have worked for at least 12 months on a permanent or contract basis before secondment.
- Salary and Social Rights: The home authority will continue to pay the salary and maintain social rights (e.g., social security, pension) during the secondment period.
- Subsistence Allowances: The EBA will provide daily and monthly subsistence allowances as per Commission-established rates.
- Expected Start Date: 1 September 2013.
