The European Banking Authority (EBA) is seeking a Policy Expert on Secondment to work in its Risk-Based Metrics, Prudential Regulation and Supervisory Policy department, located in Paris, France. The position is open to eligible candidates from EU Member States, EFTA countries, or countries with which the EU has opened accession negotiations and concluded specific secondment agreements.

The secondment is for a minimum of 12 months, with the possibility of extension. The estimated start date is 01 June 2019, and the reserve list is valid until 31 December 2020, potentially renewable.

Main Responsibilities

• Preparing policy stances and providing policy advice in the areas of credit, market, operational risk, or investment firms.
• Supporting internal committees and subgroups, including their chairpersons.
• Representing the EBA externally at a technical level in the candidate's area of expertise.
• Facilitating external consultations, implementation studies, and training for relevant guidelines and standards.
• Cooperating with other ESAs (European Insurance and Occupational Pensions Authority, European Securities Market Authorities) and the ESRB (European Systemic Risk Board) to develop coordinated policy positions.
• Performing administrative tasks as required.

Requirements

1. Eligibility Criteria

• Must be a national of an EU Member State, EFTA country, or a country with which the EU has opened accession negotiations.
• Must be entitled to full citizen rights.
• Must have knowledge of at least one official EU language (with English being the working language), and satisfactory knowledge of another.
• Must be employed by an organisation (e.g., ESFS member, EFTA country, or public intergovernmental organisation) and have at least 12 months of work experience in the relevant field before the secondment.

2. Qualifications

• Completed university studies of at least three years (attested by a diploma).
• At least one year of relevant professional experience in supervisory or regulatory matters related to credit risk, market risk, operational risk, or investment firms.

3. Language Skills

• Excellent knowledge of English (both written and spoken).
• Native English speakers must demonstrate proficiency in a second language.

Selection Criteria

• Knowledge of banking or financial markets regulations, preferably with supervisory experience.
• Proven experience in drafting high-quality documents for both technical and non-technical audiences.

Advantages

• Experience in monitoring or participating in policy-making processes in national, European, or international organisations.

Selection Procedure

• Confidential selection committee will assess applications based on eligibility and selection criteria.
• Written tests (in English) will evaluate communication, knowledge, and drafting skills. Minimum score: 6 out of 10.
• Interviews (in English) will assess suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
• Total score of 12 or above is required for inclusion in the reserve list.

Appointment and Conditions of Secondment

• The candidate will remain in the service of their employer during the secondment.
• The employer will continue to pay salary and maintain social rights (including social security and pension).
• The EBA will provide daily and monthly subsistence allowances, adjusted annually by the Commission and based on the exchange rate and country correction coefficient for Paris (116.7%).
