The European Banking Authority (EBA) is seeking a Policy Expert on Secondment for a position in its offices in Paris, France. The role is part of the Conduct, Payments and Consumers Unit and is focused on depositor protection. Main Responsibilities
The Policy Expert will be responsible for:
- Contributing to the development of reports, opinions, guidelines, and technical standards in depositor protection.
- Supporting the convergence of practices in deposit guarantee schemes.
- Providing further guidance on stress tests and lessons learned from these schemes.
- Assisting in the EBA’s input to the EU Commission's review of the Deposit Guarantee Schemes Directive.
- Representing the EBA externally and preparing briefings for policy discussions.
- Supporting internal committees and subgroups, and their chairpersons.
- Contributing to the unit’s other work, including consumer protection, payments, and anti-money laundering.
Requirements
1. Eligibility Criteria
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Language Proficiency: Must have excellent knowledge of English (as the working language), and satisfactory knowledge of another EU language.
- Employment: Must be employed by an entity eligible for secondment (ESFS member, EFTA country with agreement, or public intergovernmental organisation).
- Experience: Must have worked for their employer for at least 12 months before secondment.
2. Qualifications and Experience
- Education: Must have completed at least three years of university studies (attested by a diploma).
- Professional Experience: Must have at least three years of full-time experience in the areas covered by the job description (depositor protection, DGS operations, etc.).
- Experience in Stress Tests: Advantageous but not mandatory.
3. Selection Criteria
Candidates will be evaluated based on:
- Proven knowledge of EU banking regulation in depositor protection.
- Practical experience in implementing depositor protection regulations and DGS operations.
- Experience in engaging with EU legislative stakeholders.
- Experience in drafting policy documents and briefings.
- Experience in presenting to management on regulatory developments.

Selection Procedure
- Committee: A selection committee will be established, and its composition will be communicated to shortlisted candidates.
- Assessment: Application documents (CV, motivation letter, eligibility grid, and employer statement) will be analyzed, followed by written tests and interviews.
- Written Test: Conducted in English, covering communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interview: Held in English, assessing suitability, knowledge, and motivation. Minimum score: 6/10.
- Total Score: Candidates must achieve a total score of 12/20 or higher to be placed on the reserve list.
Appointment and Conditions of Secondment
- The candidate will remain in the service of their employer during the secondment.
- The employer will continue to pay salary and maintain social rights.
- The EBA will provide daily and monthly subsistence allowances, subject to exchange rates and a country correction coefficient for Paris (116.7%).
- The estimated start date is 1 June 2019.
