VACANCY NOTICE Summary: Policy Expert on Secondment (Depositor Protection)

The European Banking Authority (EBA) is seeking a Policy Expert on Secondment for a position in its offices in Paris, France. The position is part of the Conduct, Payments and Consumers Unit and is intended to support the EBA's mission in depositor protection and related financial supervision areas.

Main Responsibilities

The Policy Expert will:

• Contribute to the development of reports, opinions, guidelines, and technical standards in the EU common rulebook for depositor protection.
• Work on the convergence of practices and efficient functioning of deposit guarantee schemes.
• Provide further guidance on stress tests for deposit guarantee schemes and coordinate lessons learned.
• Support the EBA's input to the EU Commission's review of the Deposit Guarantee Schemes Directive.
• Represent the EBA externally in depositor protection matters and prepare briefings for meetings with policy makers, EU institutions, and regulatory bodies.
• Support internal committees and subgroups, and assist their chairpersons.
• Participate in other unit activities, including consumer protection, payments, and anti-money laundering (AML) and counter-terrorism financing (CTF).

Requirements

1. Eligibility Criteria

• Nationality: Must be a national of an EU Member State, an EFTA country (Iceland, Liechtenstein, Norway, Switzerland), or a country with which the Council has opened accession negotiations and has a specific agreement on staff secondments.
• Citizenship Rights: Must be entitled to full rights as a citizen.
• Language Skills: Must have excellent knowledge of English (working language of the EBA), and thorough knowledge of one EU official language, with satisfactory knowledge of another.
• Employment: Must be employed by an entity eligible for secondment (e.g., ESFS member, EFTA country with agreement, or public intergovernmental organisation).
• Work Experience: Must have worked for at least 12 months in a relevant role before the secondment.

2. Qualifications and Experience

• Education: At least three years of university studies (equivalent to a bachelor's degree) with a diploma.
• Professional Experience: At least three years of full-time experience in areas related to the job description (e.g., depositor protection, DGS operations, consumer protection, payments, AML/CTF).
• Experience in Stress Tests (advantageous): Experience in conducting stress tests for deposit guarantee schemes.
• Experience in Other Unit Areas (advantageous): Experience in consumer protection, payments, and AML/CTF.

3. Selection Criteria

• Proven knowledge of EU banking regulation in the area of depositor protection.
• Practical experience in implementing depositor protection regulation and/or DGS operations.
• Experience in dealing with EU legislative stakeholders.
• Experience in drafting policy briefings and preparing presentations for management.

Selection Procedure

• Shortlisting: Based on application documents (CV, motivation letter, eligibility grid, employer statement).
• Written Test: Conducted in English, with a total score of 10 (minimum 6 required to pass).
• Interview: Conducted in English, with a total score of 10 (minimum 6 required to pass).
• Reserve List: Successful candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2020. The reserve list may be renewed and used for similar positions.

Appointment and Secondment Conditions

• Contract Type: Seconded National Expert (SNE).
• Duration: Minimum 12 months, with possible extension.
• Estimated Start Date: 01 June 2019.
• Employment Status: The candidate must remain in the service of their employer during the secondment.
• Financial Support: The EBA will provide daily and monthly subsistence allowances based on the exchange rate and the country correction coefficient (116.7% for Paris, France).
• Work Location: Floors 24 to 27, Europa Plaza, 20 avenue Andre Prothin, La Défense 4 - 92400 Courbevoie, France.
