The European Banking Authority (EBA) is seeking a Policy Expert on Secondment for the Supervisory Review, Recovery and Resolution Unit within the Prudential Regulation and Supervisory Policy Department, located in Paris, France. The position is open to eligible candidates from EU Member States, EFTA countries, or countries with which the EU has opened accession negotiations and concluded specific staff secondment agreements.
The role is a 12-month secondment (with possible extension), and the deadline for applications is 15 August 2019 at 12:00 noon Paris time. The reserve list for this position is valid until 31 December 2020.
Main Purpose
The Policy Expert will contribute to the EBA's mission of promoting supervisory convergence across the EU. This involves ensuring consistent implementation of regulatory and supervisory rules, especially in relation to ongoing concern and crisis situations, and supporting the development of technical standards, guidelines, opinions, and reports.
The expert will also support the monitoring and implementation of the Single Rulebook, facilitate the work of supervisory and resolution colleges, and provide policy advice and training to competent authorities.
Main Responsibilities
- Develop and monitor EBA policies and methodologies for supervisory convergence.
- Participate in the creation of guidelines, technical standards, and reports.
- Provide policy advice and drafting support for supervisory convergence.
- Monitor and participate in supervisory and resolution colleges, especially for cross-border banking groups.
- Draft annual reports on supervisory convergence and colleges.
- Support internal committees and subgroups.
- Liaise with external stakeholders, including EU institutions, competent authorities, and resolution bodies.
- Represent the EBA externally in technical matters.
- Perform other tasks as required by the Head of the Unit.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, EFTA country, or a country with which the EU has opened accession negotiations.
- Must be entitled to full citizen rights.
- Must have proficiency in at least two EU languages, with English as the primary working language.
- Must be employed by a relevant organisation, including:
- A member of the European System of Financial Supervision (ESFS).
- A country with which the EU has opened accession negotiations and a specific staff secondment agreement.
- A public intergovernmental organisation.
- Must have worked for at least 12 months in a permanent or contract position before the secondment.
- Must have support from the employer, evidenced by a signed letter.
2. Qualifications and Experience
- Must have completed university studies of at least three years (attested by a diploma).
- Must have at least 6 years of relevant full-time professional experience, including at least 3 years in banking supervision, resolution, prudential risk management, or prudential risk reporting.
3. Selection Criteria
- Proven experience in prudential risk assessment or reporting.
- Knowledge of EU banking regulation, especially in cross-border supervision and resolution.
- Experience with supervisory and resolution colleges.
- Experience in drafting supervisory policies, reports, or procedures.
- Experience in engaging with a wide range of stakeholders.

Selection Procedure
- A selection committee will evaluate applications based on eligibility and selection criteria.
- Candidates will be invited for written tests (in English, total score 10, minimum 6 to pass) and interviews (in English, total score 10, minimum 6 to pass).
- Successful candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2020.
- The selection process is strictly confidential, and any contact with committee members is prohibited.
Appointment and Conditions of Secondment
- The secondment is for a minimum of 12 months, with the estimated start date of 1 October 2019.
- The seconded national expert (SNE) remains in the service of their employer and must continue to receive salary, social rights, and benefits.
- The EBA will provide daily and monthly subsistence allowances, which are subject to exchange rates and the country correction coefficient for Paris (116.7%).
