The European Banking Authority (EBA) is seeking a Seconded National Expert (SNE) in the field of Consumer Protection for a position in its offices in Paris, France, starting from 1 March 2019. The role is open to nationals of EU Member States, EFTA countries, or countries with which the Council has opened accession negotiations and concluded specific staff secondment agreements.
Main Purpose
The expert will support the EBA's regulatory and supervisory efforts in consumer protection within the EU. This includes contributing to the development and consistent supervision of technical standards and guidelines under EU directives such as:
- MCD (Markets in Financial Instruments Directive)
- PAD (Payment Accounts Directive)
- PSD2 (Payment Services Directive 2)
- MiFID2/R (Markets in Financial Instruments Directive 2)
- PRIIPS (Packaged Retail and Insurance-Based Investment Products)
The expert will also be involved in related areas such as depositor protection, payment services, and anti-money laundering.
Main Responsibilities
- Contributing to or leading the development of Guidelines, Technical Standards, and other legal instruments in consumer protection.
- Ensuring that all deliverables are methodologically robust, transparent, evidence-based, and follow the EBA's governance procedures.
- Representing the EBA externally at a technical level in consumer protection matters.
Requirements
1. Eligibility Criteria
- Nationality: EU Member State, EFTA country, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Full rights as a citizen.
- Language Skills:
- Excellent knowledge of English (written and spoken).
- Thorough knowledge of one and satisfactory knowledge of another official EU language.
- Employment:
- Employed by an ESFS member, a country with a specific staff secondment agreement, or a public intergovernmental organisation.
- At least 12 months of professional experience with the employer before secondment.
2. Qualifications and Experience
- Education: Minimum of three years of university studies (attested by a diploma).
- Professional Experience: At least three years of full-time experience in consumer protection or related fields.
- Knowledge of EU Regulation: Proven knowledge of relevant EU regulations and technical standards (e.g., PSD2, MiFID2/R).

Selection Procedure

- Selection Process:
- Written test (English, max 10 points, min 6 to pass).

- Reserve List: Successful candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2019 (renewable).
Appointment and Conditions of Secondment
- Contract Duration: Minimum 12 months, with the possibility of extension.
- Employer Obligations:
- Continue to pay salary and maintain social rights (e.g., social security, pension).
- Allowances:
- Daily and monthly subsistence allowances (based on Commission exchange rates and UK correction coefficient of 133.5%).
- These are not considered as remuneration by the EBA.

- Current Location: London, United Kingdom.
- New Seat: Paris, France (effective 30 March 2019).

Appeal Procedure
- Candidates can appeal decisions through:
- Request for review (within 10 days of notification) via vacancies@eba.europa.eu.
- Complaint under Staff Regulations (Article 90(2)) to the Executive Director.
- Judicial appeal to the General Court (Article 270 of TFEU and Article 91 of Staff Regulations).
- Complaint to the European Ombudsman (Article 228(1) of TFEU), but only after exhausting administrative channels.
