The European Banking Authority (EBA) is seeking a Policy Expert on Secondment for the Supervisory Review, Recovery and Resolution Unit within the Prudential Regulation and Supervisory Policy Department, based in Paris, France. The position is a Seconded National Expert (SNE) and is available for a minimum of 12 months, with the possibility of extension. Main Purpose
The Policy Expert will support the EBA in ensuring consistent implementation of regulatory and supervisory rules across the EU, particularly in the context of Pillar 2. This includes contributing to the development of technical standards, guidelines, and reports, as well as monitoring the application of these rules by competent authorities and resolution colleges.
Main Responsibilities
- Develop and implement EBA policies and methodologies under the Pillar 2 framework.
- Participate in the creation of guidelines, binding technical standards, and other regulatory products.
- Provide policy advice on supervisory and resolution issues, especially related to risk assessment, capital and liquidity adequacy.
- Monitor supervisory and resolution colleges through involvement in cross-border banking groups.
- Support EBA internal committees and subgroups.
- Liaise with external stakeholders including competent authorities, EU institutions, and agencies.
- Provide implementation advice and training.
- Represent the EBA externally when necessary.
- Perform other related tasks as required by the Head of the Unit.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, EFTA country, or a country in accession negotiations.
- Must be entitled to full citizen rights.
- Must have proficiency in at least two EU languages, with English as the working language.
- Must be employed by a relevant institution (ESFS, country in accession negotiations, or public intergovernmental organisation).
- Must have worked for at least 12 months in a relevant role before secondment.
- Must have employer support evidenced by a signed letter.
2. Qualifications and Experience
- Minimum education: At least three years of university studies.
- Professional experience: At least 6 years, of which 3 years must be in banking supervision, resolution, prudential risk management, or reporting.
- Language proficiency: Excellent knowledge of English (both written and spoken), with native English speakers required to demonstrate second language skills.
3. Selection Criteria
- Proven experience in assessing or reporting prudential risks and own funds.
- Knowledge of EU banking regulation, especially regarding cross-border supervision and resolution.
- Experience with supervisory and resolution colleges.
- Experience in drafting policies, stances, procedures, or reports.
- Experience dealing with a wide range of stakeholders.

Selection Procedure
- Selection committee will evaluate applications based on eligibility and selection criteria.
- Shortlisted candidates may be invited for written tests (in English, total score 10, minimum 6 to pass) and interviews (in English, total score 10, minimum 6 to pass).
- Successful candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2020.
- Confidentiality: All selection committee interactions are strictly confidential, and contacting members is prohibited.
Appointment and Conditions of Secondment
- The contract is for a minimum of 12 months, with possible extension.
- The estimated start date is 1 October 2019.
- The seconded expert remains employed by their original employer, who continues to pay salary and social rights.
- The EBA provides daily and monthly subsistence allowances, which are subject to exchange rates and a country correction coefficient (116.7% for Paris).

Appeal Procedure
Candidates may appeal decisions through the following channels:
- Request for review: Within 10 days of receiving a decision, submit a written request to vacancies@eba.europa.eu.
- Appeals to the General Court: Under Article 270 of the Treaty on the Functioning of the European Union and Article 91 of the Staff Regulations.
- Complaint to the European Ombudsman: Pursuant to Article 228(1) of the Treaty on the Functioning of the European Union and the European Parliament Decision of 9 March 1994.
