The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with further amendments in 2013. Main Responsibilities
- Leading the development of operational risk-related reports, guidelines, and binding technical standards
- Contributing to the drafting of policy stances and providing advice on operational risk and prudential regulation
- Working with statisticians to provide quantitative support and analysis
- Representing the EBA externally in international fora
- Supporting internal committees and subgroups
- Preparing and presenting information on regulatory developments to management
Key Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway
- Must be entitled to full citizen rights and have fulfilled any military service obligations
- Must be physically fit for the role
- Must provide a certificate of no criminal record and undergo a medical examination
2. Educational and Professional Qualifications
- Must have a university diploma and at least one year of professional experience if the normal education period is three years
- Or a university diploma with no additional experience if the normal education period is four years or more
- Must have at least 7 years (for 3-year education) or 6 years (for 4-year education) of relevant professional experience, including at least 3 years in operational risk supervision, analysis, or related regulatory work
3. Language Skills
- Excellent knowledge of English (both written and spoken)
- Native English speakers must prove proficiency in a second EU language
- Knowledge of other EU languages is an advantage
4. Selection Criteria
- Proven experience in banking regulation, preferably in supervision or capital requirements
- Strong knowledge of economics, statistics, and quantitative methods
- Good understanding of EU banking regulation
- Proven drafting skills and experience in regulatory product development
- Experience in presenting regulatory developments to management

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid
- Shortlisted candidates may be invited to written tests and interviews
- Written tests are in English and assess communication, knowledge, and drafting skills (minimum score: 6/10)
- Interviews are in English and evaluate suitability, knowledge, and motivation (minimum score: 6/10)
- Candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2014
Appointment and Employment Conditions
- Contract: Temporary fixed-term, 3 years with a 9-month probation period, possibly extendable
- Expected start date: 1 July 2015
- Grade: AD 7, with a monthly basic salary of €5,612.65
- Remuneration package includes salary, allowances, and benefits as detailed in the Staff Regulations
Conditions of Employment
- Salaries are subject to a Community tax at source, not national tax
- Includes expatriation allowance, household allowance, dependent child allowance, education allowance, and other benefits based on family situation and origin
- Annual leave: 2 days per calendar month, plus additional days for age and grade
- Access to EU pension, sickness, accident, unemployment, and invalidity insurance
- Travel insurance for missions

Appeal Procedure
- Candidates may appeal decisions under Article 90(2) of the Staff Regulations or Article 270 of the TFEU

- Complaints to the European Ombudsman are possible but do not suspend the appeal period
- Appeals to the Ombudsman must be preceded by administrative steps with the relevant institution
