The European Banking Authority (EBA) is an independent EU authority established in 2011, tasked with improving the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. It collaborates closely with other EU financial regulatory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European System of Financial Supervision (ESFS).
The EBA is currently seeking a Policy Expert for the area of operational risk and quantitative policy, to be based in London, United Kingdom.
Main Responsibilities
- Lead the development of EBA operational risk deliverables, including guidelines and binding technical standards, in accordance with agreed processes and quality standards.
- Analyze operational risk-related topics and contribute to the drafting of reports.
- Prepare policy stances and provide policy advice on operational risk and its prudential regulation.
- Work with statisticians to provide quantitative support and analysis in selected regulatory areas.
- Represent the EBA externally in international fora and provide information/presentations to management on regulatory developments.
Requirements
1. Eligibility Criteria
- Language proficiency: Excellent knowledge of English (written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship rights: Full rights as a citizen.
- Military service: Obligations fulfilled.
- Physical fitness: Fit to perform the duties.
- Criminal record: Certificate confirming no criminal record required.
- Medical examination: To meet Article 12 (2)(d) of the Conditions of Employment of Other Servants (CEOS).
2. Qualifications
- Education: Completed university studies with a diploma.
- Option a: Minimum 3 years of study, with at least 1 year of professional experience.
- Option b: Minimum 4 years of study, with no additional professional experience required.
- Recognition: Qualifications must be from EU or EEA authorities or recognized as equivalent.
- International studies: Must be recognized by an EU Member State authority.
3. Professional Experience
- Minimum 7 years (for option a) or 6 years (for option b) of relevant full-time professional experience.
- At least 3 years in supervision, operational risk analysis, or related regulatory work.
- Experience in more than one of these areas is an advantage.
4. Language Knowledge
- Excellent English skills are mandatory.
- Native English speakers must demonstrate proficiency in a second EU language.
Selection Criteria
- Proven experience in banking regulation, preferably in banking supervision or capital requirement determination.
- Knowledge of operational risk topics, such as AMA models, is advantageous.
- Strong economics and statistical background.
- Good understanding of EU banking regulation.
- Proven drafting skills and experience in report development or similar.
- Experience in presenting regulatory developments to management.

Selection Procedure
- Selection Committee: Composed of members, with composition communicated to applicants.

Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract for 3 years, with a probation period of 9 months and possible extension.
- Starting Date: Expected to be 1 November 2015.
- Grade: AD 7, with a monthly basic salary ranging from €5,612.65.
- Remuneration: Full details in Staff Regulations (Articles 62–70) and Annex VII.
Summary of Employment Conditions:
- Taxation: Salaries are exempt from national tax, with a Community tax at source.
- Correction Coefficient: Applies to UK-based staff at 50.7%.
- Benefits: May include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs.
- Annual Leave: 2 days per calendar month, plus 2.5 days of supplementary home leave for those on expatriation allowance.
- Pension: Access to the EU Pension Scheme after 10 years of service.
- Insurance: Coverage under the EU Joint Sickness and Insurance Scheme, accident and occupational disease insurance, unemployment and invalidity allowance, and travel insurance for missions.
