The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, later amended by Regulation (EU) No 122/2013. It plays a vital role in enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the banking, payments, and e-money sectors. The EBA also focuses on promoting financial stability, market transparency, and the protection of depositors and investors.
As part of the European System of Financial Supervision (ESFS), the EBA collaborates closely with other financial supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB. The EBA is currently seeking a Policy Expert on secondment to support its regulatory tasks in the area of liquidity.
Main Responsibilities
- Policy Development: Prepare policy stances and provide policy advice in the area of liquidity.
- Internal Support: Support internal committees and subgroups, and their chairpersons.
- Guideline Implementation: Ensure the timely completion of guidelines and binding technical standards in accordance with agreed processes and quality standards.
- External Representation: Represent the EBA externally at a technical level in liquidity-related matters.
- Consultation and Training: Facilitate external consultations, implementation studies, training, and impact assessments for liquidity-related guidelines and standards.
- Data Analysis: Perform data analysis for policy issues, particularly related to liquidity requirements.
- Collaboration: Cooperate with other EBA business areas and ESAs (European Supervisory Authorities) in developing data point models for supervisory reporting requirements.
- Q&A Coordination: Coordinate the EBA's Q&A process on liquidity.
Key Requirements
1. Eligibility Criteria
- Language Skills: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
2. Qualifications
- Minimum of three years of university education (attested by a diploma).
3. Professional Experience
- At least five years of full-time professional experience in bank regulation or supervision.
- Experience is counted from the date of obtaining the diploma up to the application deadline.
4. Language Proficiency
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
5. Selection Criteria
- Proven knowledge of EU banking regulation or experience in banking supervision.
- Experience in liquidity regulation or its implementation.
- Ability to present and communicate regulatory developments to management.
- Experience in an EU/multicultural/international environment.
- Strong self-management and time management skills.
- Flexibility, fast learning, and good communication skills.
- Ability to work effectively in a team and under time pressure.
Additional Information
- The position is a secondment from a national supervisory authority, with a minimum duration of six months and a maximum of two years, renewable.
- The home authority remains the employer during the secondment period and is responsible for salary and social rights (including social security and pension).
- The expected start date is 1 February 2014.
- Daily and monthly subsistence allowances are provided by the EBA.
- The place of employment is the EBA offices in London, United Kingdom.
