The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010, with subsequent amendments by Regulation (EU) No 122/2013. Its mission is to improve the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. The EBA collaborates closely with other EU financial supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB.
The EBA is currently seeking a Policy Expert on secondment to support its work in the area of supervisory reporting, particularly in the development and implementation of technical standards and guidelines.
Main Purpose
The main purpose of the Policy Expert position is to contribute to the maintenance and implementation of the EBA technical standards on supervisory reporting.
Main Responsibilities
- Support the single process for addressing stakeholders' questions on technical standards and guidelines in the area of reporting.
- Assist in the development of guidelines and binding technical standards for reporting.
- Represent the EBA externally at a technical level in the field of supervisory reporting.
- Provide support to internal committees and subgroups, especially in the area of reporting.
- Facilitate external consultations, implementation studies, training, and impact assessments.
- Collaborate with the EBA's IT team and other staff involved in defining reporting requirements and data modeling.
- Support other oversight activities of the EBA.
Requirements
1. Eligibility Criteria
- Must have thorough knowledge of one EU language and satisfactory knowledge of another.
- Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Must be entitled to full citizen rights.
2. Qualifications
- Must have completed university studies of at least three years, as evidenced by a diploma.
- Qualifications must be from EU, EEA, or recognized as equivalent by relevant authorities.
- If obtained outside the EU, must be recognized by an EU Member State authority.
3. Professional Experience
- At least three years of full-time professional experience in relevant fields.
- Experience is counted from the date of diploma award up to the application deadline.
4. Language Skills
- Excellent knowledge of English, both written and spoken.
- Native English speakers must prove their second language proficiency.
5. Selection Criteria
- Proven knowledge of EU banking regulation, particularly CRD/CRR.
- Experience in drafting policy stances and regulatory texts in banking regulation or supervision.
- Ability to provide information and present to management on regulatory developments.
- Knowledge of accounting and supervisory reporting.
6. Advantages

Appointment and Conditions of Engagement
- The position is a secondment from a national supervisory authority or an IGO.
- Duration: Minimum one year, up to two years, renewable.
- The home authority remains the employer during the secondment.
- The candidate must have worked for their employer for at least 12 months before the secondment and must remain in service during the period.
- The home authority must continue to pay salary and maintain social rights, including social security and pension.
Conditions of Secondment
- The candidate will receive daily and monthly subsistence allowances, as determined by the Commission annually.
- The starting date is expected to be 1 June 2014.

- The EBA offices in London, United Kingdom.
