The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010. It plays a key role in improving the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. The EBA collaborates closely with other European Supervisory Authorities (ESAs) and the European Systemic Risk Board (ESRB) as part of the European Supervisory Forum (ESFS).
Main Purpose
The main purpose of the Policy Expert position in the Home-Host Coordination Unit is to support the development of EBA policies and methodologies related to the cooperation between home and host Member State competent authorities. This includes the application and development of the supervisory review and evaluation process, as well as the creation of technical standards, guidelines, opinions, and reports.
Main Responsibilities
- Preparing policy stances and providing policy advice on home-host cooperation and supervisory review and evaluation.
- Leading or participating in the development of guidelines, technical standards, or other policy products.
- Supporting internal committees and subgroups, and assisting their chairpersons.
- Implementing EBA policies and providing advice to supervisory colleges.
- Representing the EBA in external meetings.
- Facilitating consultations, implementation studies, training, and impact assessments for EBA guidelines and standards.
- Cooperating with other ESAs and the ESRB to ensure coordinated and joint policy stances.
Requirements
1. Eligibility Criteria
- Language Skills: Excellent knowledge of English; satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Military Service: Must have fulfilled any applicable military service obligations.
- Physical Fitness: Must be physically fit for the role.
- Documentation: Must provide a certificate of no criminal record and undergo a medical examination.
2. Qualifications
- Must have completed university studies (diploma) and at least one year of professional experience if the normal period of education is three years.
- Or, completed university studies (diploma) with no additional professional experience required if the normal period is four years or more.
- Only qualifications issued by EU or EEA authorities or recognized as equivalent will be accepted.
3. Professional Experience
- Minimum of 7 years (for a 3-year education) or 6 years (for a 4-year education) of relevant full-time professional experience.
- At least three of those years must be in banking supervision, home-host cooperation, or supervisory review and evaluation.
4. Language Knowledge
- Excellent knowledge of English (written and spoken).
- Knowledge of other EU official languages is an advantage.
5. Selection Criteria
- Proven knowledge of EU banking regulation, especially related to cross-border supervision.
- Experience in developing or conducting supervisory review and evaluation processes or risk assessments.
- Experience in designing and drafting banking regulations or supervisory policies.
- Strong written and verbal communication skills.
- Proven experience in engaging with a wide range of stakeholders in the EU.
- Advantageous: Experience in an EU, multicultural, or international environment.

Selection Procedure
- Committee: A selection committee will evaluate applications based on eligibility and selection criteria.
- Shortlist: Shortlisted candidates may be invited to written tests and interviews.
- Written Tests: Conducted in English, testing communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interview: Conducted in English, assessing suitability, professional knowledge, and motivation. Minimum score: 6/10.
- Final Selection: Candidates are ranked by merit, with the highest scorers being recruited. Those scoring 12 or more are placed on a reserve list valid until 31 December 2013.
- Confidentiality: The committee’s work is strictly confidential, and contact with members is forbidden.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of three years with a six-month probation period, possibly extendable.
- Starting Date: Expected to start on 1 May 2013.
- Grade: AD 7.
- Salary: Estimated monthly basic salary of €5,568.11.
- Employment Benefits:
- Exempt from national tax; Community tax at source applies.
- Correction coefficient of 34.4%.
- Possible entitlement to allowances and benefits based on family situation and origin.
- Annual leave: 2 days per calendar month plus additional days for age, grade, and distance from origin.
