The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No 122/2013. Its primary mission is to enhance the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. The EBA collaborates closely with other EU financial supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB.
Main Purpose
The IT XBRL Expert position is aimed at strengthening the EBA's capacity in collecting, storing, and managing data for regulatory reporting under the CRD IV legislation. The role is crucial for the development and maintenance of XBRL taxonomies and the Data Point Model (DPM) for the EU banking sector.
Main Responsibilities
- Developing XBRL Taxonomy using existing market tools
- Developing DPM in accordance with the European Supervisory Authorities' standards
- Consulting with business users and IT teams on XBRL technologies
- Creating documentation and standards for XBRL
- Testing and performing quality control on DPM and Taxonomies
- Investigating, diagnosing, and resolving bugs and incidents in XBRL Taxonomies
- Developing supporting documentation for Taxonomies
Requirements
1. Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another
- Nationality of an EU Member State, EFTA Member State, or a country with which the EU has initiated accession negotiations
- Full rights as a citizen of the country of nationality
2. Qualifications
- Completed university studies of at least three years, evidenced by a diploma
- Qualifications must be awarded by EU or EEA authorities or recognized as equivalent
- If obtained outside the EU, must be recognized by a relevant EU/EEA authority
3. Professional Experience
- At least three years of professional experience in a technical role covering XBRL, taxonomies, and DPM
- Experience in FINREP or COREP is advantageous
- Experience in regulatory reporting is preferred
- XBRL certification is an advantage
4. Language Skills
- Excellent knowledge of English (both written and spoken)
- Native English speakers must demonstrate proficiency in a second EU language

Appointment and Engagement Conditions
- The position is a secondment from a national supervisory authority or an IGO
- Minimum duration of six months, up to two years, renewable
- The home authority remains the employer during the secondment
- The candidate must have worked for their employer for at least 12 months prior to the secondment
- The home authority must continue to pay the salary and maintain social rights
Conditions of Secondment
- The EBA provides daily and monthly subsistence allowances based on Commission-established rates
- The secondment starts as soon as possible, with an expected starting date of 1 June 2014
