The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, later amended by Regulation (EU) No 1022/2013. It plays a key role in improving the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting.
As part of the European Supervisory Authorities (ESAs), the EBA collaborates closely with EIOPA, ESMA, and the Joint Committee, including the ESRB, to promote supervisory convergence and international coordination.
Position Overview
The EBA is currently seeking a Policy Expert in the Regulation Department with a focus on Anti-Money Laundering (AML)/Countering the Financing of Terrorism (CTF). The role involves:
- Developing policies, guidelines, and technical standards related to AML/CFT.
- Advising and supporting competent authorities in the consistent application of these standards.
- Representing the EBA externally in technical discussions.
- Facilitating consultations, training, and impact assessments.
- Collaborating with other ESAs to ensure coordinated policy approaches.
Main Purpose
The Policy Expert will contribute to enhancing the single rulebook in the area of AML/CFT, particularly by promoting a risk-based approach through the development of technical standards, guidelines, and fostering supervisory convergence among national competent authorities.
Main Responsibilities
- Preparing policy stances and providing policy advice.
- Supporting the development of guidelines and binding technical standards.
- Participating in internal committees and subgroups.
- Ensuring timely completion of regulatory outputs.
- Representing the EBA externally in AML/CFT matters.
- Facilitating external consultations, training, and impact assessments.
- Cooperating with ESMA and EIOPA through the Joint Committee.
- Strengthening cooperation among AML/CFT supervisors.
- Exploring synergies with other EBA initiatives on governance, virtual currencies, and payment services.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must have completed at least three years of university studies.
- Must have a diploma recognized by EU or EEA authorities.
- Must be physically fit and have no criminal record.
- Must be proficient in at least two EU languages, with English being the working language.
2. Selection Criteria
- Proven knowledge of EU AML/CFT regulation and supervision.
- Experience in drafting policy stances and regulations.
- Experience in presenting regulatory developments to management.
- Experience engaging with EU legislative stakeholders.
Advantageous to have experience in banking supervision or internal control in an EU or multicultural environment.

Selection Procedure
- A selection committee will assess applications based on eligibility and selection criteria.

- Interviews are in English and assess suitability, professional knowledge, and motivation. Minimum score: 6/10.
- Candidates with a total score of 12 or above will be placed on a reserve list valid until 31/12/2017, potentially renewable.
Appointment and Conditions of Employment
- Contract Type: Temporary agent fixed-term contract of three years, with a probation period of nine months and possible extension.
- Estimated Start Date: 1 January 2017.
- Function Group and Grade: Temporary agent 2(f) at grade AD 6.
- Estimated Monthly Basic Salary: €5,079.70.
- Employment Location: EBA offices in London, United Kingdom (One Canada Square, Floor 45–46, London E14 5AA).
Conditions of Employment Summary
- Taxation: Salaries are exempt from national tax, with Union tax at source.
- Remuneration: Includes correction coefficient for UK staff.
- Benefits: May include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and travel insurance.
- Leave Entitlement: 2 days per calendar month, plus supplementary home leave (2.5 days) for those receiving expatriation allowance.
- Pension and Insurance: Access to EU Pension Scheme after 10 years of service, and EU Joint Sickness and Insurance Scheme, accident, unemployment, and invalidity allowances.
