The European Banking Authority (EBA) is seeking a temporary agent for the position of Expert in Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT). The role is part of the Banking Markets, Innovation and Consumers Department/Conduct, Payments and Consumers Unit and is expected to be based in London, United Kingdom, with a relocation to Paris anticipated.

Main Purpose
The Expert will contribute to enhancing the single rulebook in AML/CFT by developing technical standards, guidelines, opinions, and reports, as well as promoting supervisory convergence and reviewing the risk-based approach to AML/CFT by national competent authorities.
Main Responsibilities
- Prepare and provide policy stances and advice in AML/CFT.
- Support the development of guidelines and technical standards.
- Represent the EBA externally in technical discussions.
- Facilitate external consultations, training, and impact assessments.
- Ensure methodologically robust and transparent deliverables.
- Collaborate with other ESAs (European Supervisory Authorities), particularly ESMA and EIOPA, and the Joint Committee.
- Foster cooperation between national AML/CFT authorities and prudential supervisors.
- Explore synergies with EBA work on FinTech, e-money, and payment services.
- Perform other duties as required.
Requirements
Eligibility Criteria
- Nationality: EU Member State or EEA (Iceland, Liechtenstein, Norway).
- Citizenship rights: Full rights as a citizen.
- Military service: Obligations fulfilled.
- Language skills: Excellent knowledge of English, and satisfactory knowledge of another EU language.
- Physical fitness: Required for the role.
Qualifications
- Education: Completed university studies (minimum 3 years).
- Professional experience: At least 3 years of full-time experience, including 2 years in AML/CFT policy development, supervision, or FATF/MoneyVal evaluations.
Selection Criteria
- Proven knowledge of EU AML/CFT regulation and EBA requirements.
- Experience in supervisory practices and the risk-based approach.
- Experience in drafting reports, briefing notes, and stances in English.
- Experience in engaging with stakeholders (legislators, supervisors, firms).
- Advantageous: Experience in implementation assessments of AML/CFT approaches.

Selection Procedure

Appointment and Employment Conditions
