The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. Main Responsibilities
The Policy Expert position is a secondment role aimed at supporting the EBA's regulatory tasks in the context of the Banking Recovery and Resolution Directive (BRRD). Key responsibilities include:
- Preparing policy stances and providing policy advice to ensure consistent and effective application of BRRD and related products, especially during the Q&A process.
- Supporting the single process for addressing stakeholders' questions on BRRD texts and associated technical standards (TS) and guidelines.
- Representing the EBA externally at a technical level in the area of expertise.
- Providing support to internal committees and subgroups, particularly in the Q&A process.
- Assisting in the timely completion of guidelines and TS where needed.
Key Information
Eligibility Criteria
- Language Skills: Must have thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has initiated accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Education: Must have completed at least three years of university studies, with a diploma attesting to this.
- Professional Experience: At least three years of full-time professional experience in relevant fields after obtaining the diploma.
- Language Requirement: Excellent knowledge of English (both written and spoken), with native English speakers required to demonstrate proficiency in a second language.
Selection Criteria
- Proven knowledge of EU banking regulation, especially BRRD and preferably CRR/CRD.
- Experience in drafting policy stances and regulatory texts related to resolution and recovery.
- Ability to provide information and presentations to management on regulatory developments.
- Experience in engaging with a wide range of stakeholders in the EU legislative process.
- Experience in an EU/multicultural/international working environment.
- Ability to manage workload independently and efficiently under time pressure.
- Strong communication and interpersonal skills.
- Resourcefulness in identifying new information and problem-solving abilities.

Appointment and Engagement
- The position is a secondment from a national supervisory authority or an IGO.
- Minimum duration of two years, renewable.
- The home authority remains the employer and must continue to pay salary and maintain social rights (including social security and pension).

Conditions of Secondment
- SNEs receive daily and monthly subsistence allowances as set by the Commission.
- The secondment is subject to the EBA's rules on secondment of national experts.
