The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. It is tasked with improving the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. The EBA collaborates closely with other EU financial supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European System of Financial Supervision (ESFS).
Main Responsibilities
The Bank Expert on secondment will be responsible for:
- Supporting the home-host coordination work of the EBA, including participation in colleges of supervisors for individual banking groups.
- Providing feedback and guidance to national competent authorities.
- Participating in the development of technical standards and guidelines related to cross-border supervision and the supervisory review process.
- Contributing to internal committees and subgroups, and assisting their chairpersons.
- Facilitating briefings for EBA representatives during meetings with external policy makers, EU institutions, and regulatory bodies.
- Performing other duties as required.
Key Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Education: Completed university studies of at least three years, evidenced by a diploma.
- Professional Experience: At least three years of full-time professional experience in bank regulation or banking supervision.
2. Selection Criteria
- Proven knowledge of EU banking regulation, especially concerning cross-border supervision.
- Experience in cross-border supervisory cooperation, including participation in colleges and the design or application of supervisory risk assessment processes.
- Strong written and verbal communication skills.
- Proven experience in dealing with a wide range of EU stakeholders.
- Experience in an EU/multicultural/international environment.
- Ability to manage workload independently and work efficiently under time pressure.
- Flexibility and a fast learner.
- Excellent communication and inter-personal skills.

4. Appointment and Engagement Conditions
- The position is a secondment from a national supervisory authority.
- Duration: Minimum six months, up to two years, renewable.
- The home authority remains the employer during the secondment.
- The seconded expert must have worked for at least 12 months in a permanent or contractual capacity before the secondment.
- The employer must continue to provide salary and maintain social rights, including social security and pension.
5. Conditions of Secondment
- The EBA will provide daily and monthly subsistence allowances, as established annually by the Commission.
- The starting date is expected to be 1 June 2013.

- The EBA offices in London, United Kingdom.
7. Application Submission
