The European Banking Authority (EBA) is seeking a Policy Expert in the field of accounting and audit for a temporary agent position. The role is part of the Liquidity, Leverage, Loss Absorbency and Capital Unit within the Prudential Regulation and Supervisory Policy Department, based in Paris, France. The contract is for 3 years with the possibility of extension.
Main Purpose
The Policy Expert will support the EBA's regulatory and implementation work in accounting and auditing, contributing to the development of high-quality standards and ensuring their consistent and effective application across the EU and international fora.
Key Responsibilities
- Developing policy stances and guidelines in accounting and audit, aligned with the EBA Work Program.
- Monitoring the implementation of IFRS standards, particularly IFRS 9 and EBA Guidelines on Expected Credit Losses.
- Representing the EBA externally in technical discussions related to accounting and audit.
- Supporting internal committees and providing input to policy development.
- Facilitating external consultations, training, and impact assessments.
- Cooperating with other EU financial authorities (EIOPA, ESMA, ESRB) to ensure coordinated policy approaches.
Eligibility Criteria
General Requirements
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must be entitled to full citizen rights.
- Must have fulfilled military service obligations.
- Must have proficiency in at least two EU official languages (with English as the working language).
- Must be physically fit for the role.
Specific Requirements
- Minimum education: Completed university studies of at least three years, with a diploma.
- Excellent English language skills (both written and spoken).
- Proven professional experience of at least one year in bank regulation, supervision, or similar roles.
- Experience in accounting and audit for banks.
- Knowledge of EU accounting standards (IFRS and EU Accounting Directives).
- Good knowledge of auditing standards (ISA).
- Experience in drafting policy documents and presenting to management.
- Experience in engaging with EU legislative stakeholders.
Selection Procedure
- Application deadline: 28 August 2019 at 12:00 noon Paris time.

- Selection process: Includes written tests (English, total score 10, minimum 6 to pass) and interviews (English, total score 10, minimum 6 to pass).
- Reserve list: Successful candidates with a total score of 12 or above will be placed on a reserve list valid until 31 December 2020, which may be renewed.

Conditions of Employment
- Contract type: Temporary agent, fixed-term for 3 years, with a probation period of 9 months.
- Estimated start date: 1 November 2019.
- Grade: AD 5.
- Monthly basic salary: €4,787.36.
- Taxation: Salaries are exempt from national tax, with Union tax at source applied.
- Benefits: May include expatriation allowance, household allowance, dependent child allowance, education allowance, and travel insurance for missions.
- Leave: 2 days per calendar month of annual leave, plus 2.5 days of supplementary home leave for those receiving expatriation or foreign residence allowances.
