Main Purpose of the Position
The EBA is seeking a Policy Expert on secondment to support its tasks in the area of supervisory reporting. The role involves contributing to the development and implementation of technical standards and guidelines related to reporting, as well as addressing stakeholders' questions through the Q&A process.
Main Responsibilities
- Supporting the single process for addressing stakeholders' questions on technical standards and guidelines in reporting
- Developing guidelines and binding technical standards in reporting
- Externally representing the EBA at a technical level in the field of supervisory reporting
- Providing support to internal committees and subgroups, particularly in reporting-related matters
- Facilitating external consultations, implementation studies, training, and impact assessments
- Collaborating with the EBA's IT team and other staff responsible for defining reporting requirements and data models
- Contributing to other oversight activities of the EBA
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has opened accession negotiations
- Citizenship rights: Must be entitled to full rights as a citizen
2. Qualifications
- At least three years of university education, evidenced by a diploma
- Qualifications must be from EU, EEA, or recognized as equivalent by relevant authorities
- If obtained outside the EU, must be recognized by an EU Member State
3. Professional Experience
- At least two years of full-time professional experience in banking regulation, supervision, or related fields
- Experience is counted from the date of diploma award to the application deadline
4. Language Skills
- Excellent knowledge of English (written and spoken)
- Native English speakers must demonstrate proficiency in a second EU language
5. Selection Criteria
- Proven knowledge of EU banking regulation, particularly CRD and CRR
- Experience in drafting policy stances and regulatory texts
- Ability to present information to management on regulatory developments
- Knowledge of accounting and supervisory reporting

Appointment and Engagement Conditions
- The position is a secondment from a national supervisory authority for a minimum of one year, up to two years, renewable
- The home authority remains the employer during the secondment
- The seconded national expert must have worked for at least 12 months before the secondment and remain in service throughout
- The employer must continue to pay the salary and maintain social rights, including social security and pension
Conditions of Secondment
- The EBA will provide daily and monthly subsistence allowances as per Commission-established rates
- The starting date is expected to be 16 June or 1 July 2014
