The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, later amended by Regulation (EU) No 122/2013. Main Purpose
The Office Manager will be responsible for managing all administrative and operational activities of the EBA's London office. The role will support the Director of Operations in ensuring the smooth running of the office and the effective delivery of the EBA's core functions.
Main Responsibilities
- Manage office procedures, including contracts and supply orders
- Serve as the main contact for external service providers and handle administrative inquiries
- Oversee property and premises management
- Administer and monitor the operational budget
- Initiate financial transactions related to operations
- Implement fire, health, and safety policies
- Handle office-related issues and maintain contact lists
- Support staff in operational matters
- Coordinate desk locations and staff allocation
- Maintain records of contracts and assist in tender processes
- Ensure operational targets are met through administrative activities
- Manage the rota and coordination of receptionists
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway
- Must have full citizen rights
- Must have completed any applicable military service obligations
- Must be physically fit for the role
- Must provide a certificate of no criminal record and undergo a medical examination
2. Qualifications
- Post-secondary education (diploma) or secondary education (diploma giving access to post-secondary education) with at least 3 years of relevant professional experience
- If qualifications were obtained outside the EU, they must be recognized by an EU or EEA authority
3. Professional Experience
- Minimum of 3 years (for post-secondary) or 6 years (for secondary) of full-time experience in managing and supporting organizational operations
4. Language Skills
- Excellent knowledge of English (both written and spoken)
- Native English speakers must demonstrate proficiency in a second EU language
- Knowledge of other EU official languages is advantageous
5. Selection Criteria
- Proven experience in administrative and operational support at EU or international level
- Experience in managing external service providers and tender processes
- Professional training in fire, health, and safety, and first aid
- Experience in handling financial transactions
- Strong IT skills, including proficiency in MS Office and database management
- Flexibility, proactive attitude, and attention to detail
- Excellent organization and time management skills
- Professional communication with diverse groups
- Ability to handle sensitive information discreetly
- Team player with a positive attitude and effective telephone manner

Selection Procedure
- The selection process includes a written test and an interview, both in English
- Written test score: minimum 6 out of 10

- Candidates scoring 12 or above will be placed on a reserve list valid until 31 December 2014
Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract (3 years) with a 9-month probation period and possible extension
- Expected start date: 16 March 2014
- Grade: AST 3
- Estimated monthly basic salary: €3397.73
- Employment benefits include:
- Exemption from national tax, with Community tax at source
- Correction coefficient of 39.2%
