Main Purpose of the Position
The Head of Finance and Procurement Unit is responsible for:
- Ensuring sound financial management of the EBA;
- Managing and coordinating the EBA budget;

- Developing the competencies and performance of the team members.
Main Responsibilities
- Leading the identification of budgetary requirements;
- Managing budgetary planning and reporting;
- Translating strategic needs into short-term strategies and annual work plans;
- Implementing the unit's strategy aligned with EBA's mission and EU financial guidelines;
- Coordinating with relevant EU institutions in finance and procurement;
- Preparing and executing the annual procurement plan;
- Ensuring compliance with financial guidelines;
- Advising management and staff on financial and procurement matters;
- Leading and managing the budget, finance, and procurement teams;
- Developing staff competencies and ensuring performance.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway;
- Must have full citizen rights;
- Must have fulfilled any military service obligations;
- Must be physically fit;
- Must have a certificate of no criminal record and pass a medical examination.
2. Qualifications
- Completed university studies in Business Administration, Finance, Economics, or a related field;
- A diploma and at least one year of professional experience if the normal period of education is at least three years;
- A diploma and no additional professional experience required if the normal period of education is four years or more;
- Only qualifications from EU or EEA Member States or their equivalents are considered.
3. Professional Experience
- Minimum of 13 years (for 3-year education) or 12 years (for 4-year or more education) of relevant full-time professional experience;
- At least five years of experience at a management level.
4. Language Skills
- Excellent knowledge of English (written and spoken).
5. Additional Advantages
- Professional qualification in Finance and/or Accounting (e.g., ACCA, CA, CFO).
Selection Criteria
Candidates must demonstrate:
- Sound knowledge and experience in controlling financial resources;
- Budgetary accounting and financial reporting in the EU context;
- Experience in managing a multinational team;
- In-depth knowledge of EU financial and procurement rules;
- Experience in working with ABAC/SAP systems;
- Familiarity with internal control standards of European institutions;
- Experience in cooperation with the European public administration and decision-making processes;
- Good knowledge of management principles (strategic planning, prioritization, project management, resource allocation).

Selection Procedure
- A selection committee will be formed to evaluate applications based on eligibility and selection criteria.

- Interviews are in English and assess suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
- Successful candidates are ranked by merit, with the highest scorers being recruited. Candidates scoring 12 or above are placed on a reserve list valid until 31 December 2013.
Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract, 3 years with a 9-month probation period, possibly extendable;
- Expected start date: 1 March 2013;
- Grade: AD 10;
- Estimated monthly basic salary: €8,064.86.
