The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. It is part of the European System of Financial Supervision (ESFS) and collaborates closely with other EU supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB. The EBA is currently seeking a Communications Officer to support its internal and external communication activities.
Main Purpose
The Communications Officer will be responsible for preparing and supporting all internal and external communication activities of the EBA, including the development of communication strategies, coordination of the Annual Report, and management of press relations.
Main Responsibilities
- Drafting the EBA's external communication plan and strategy
- Coordinating the preparation of the EBA Annual Report
- Managing and maintaining the EBA website and disseminating documents via email alerts
- Preparing press releases, statements, and briefing materials
- Managing press contacts and responding to media inquiries
- Monitoring media and conducting press analysis
- Organizing and managing press conferences and communication events
- Handling information requests and translation/proofreading tasks in coordination with the CdT in Luxembourg
- Maintaining contact with national competent authorities' communication networks
- Liaising with stakeholders such as contractors and other EU bodies
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway
- Must be entitled to full citizen rights
- Must have fulfilled any military service obligations
- Must be physically fit for the role
- Must provide a certificate of no criminal record and undergo a medical examination
2. Qualifications and Experience
- Must have a university-level education (at least three years)
- Must have at least 3 years of full-time professional experience in a similar role, preferably in the regulatory or financial sector
- Only qualifications from EU or EEA authorities or their equivalents will be accepted
3. Language Proficiency
- Excellent knowledge of English (written and spoken) with proven drafting ability
- Knowledge of other EU official languages will be considered an advantage
4. Selection Criteria
- Good understanding of bank supervisory practices and structures
- Strong knowledge of financial regulation and supervision
- Excellent communication skills (both written and verbal)
- Proficiency in MS Office (especially Excel and Word)
- Basic technical skills in website maintenance, web writing, and design
- Experience in multicultural environments

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid
- Shortlisted candidates may be invited to written tests and interviews
- Written tests are in English and assess communication skills, job-related knowledge, and drafting ability (minimum score: 6/10)
- Interviews are in English and assess suitability, professional knowledge, and motivation (minimum score: 6/10)
- Successful candidates are ranked by merit, with top scorers being recruited and those scoring 12 or above placed on a reserve list valid until 31 December 2013
- The selection process is strictly confidential, and contact with committee members is prohibited
Appointment and Employment Conditions
- The position is offered as a temporary agent fixed-term contract of three years, with a six-month probation period and possible extension
- Expected start date: 1 May 2013
- The candidate may be invited to start at short notice
- The position is at grade AD 6 with a monthly basic salary of €4921.28
- Salaries are subject to a Community tax at source and a correction coefficient of 34.4%
- Additional benefits may include expatriation, household, child, education, and installation allowances, as well as travel insurance and pension entitlement after 10 years of service
