The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No 122/2013. Its primary mission is to enhance the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. The EBA collaborates closely with other EU financial supervisory bodies, including EIOPA, ESMA, the Joint Committee, and the ESRB.
Main Purpose
The Statisticians position is aimed at strengthening the EBA's capacity in collecting, storing, and managing data for risk analysis and stress testing. These roles will support the development and maintenance of the EBA's databases based on common EU reporting standards.
Main Responsibilities
- Managing the EBA database and implementing IT solutions for bank analysis
- Developing solutions for the collection, storage, and use of large supervisory datasets
- Conducting ad-hoc data collections, especially for stress tests, and ensuring data quality
- Collaborating with the EBA's IT team and staff responsible for supervisory reporting (e.g., FINREP and COREP)
- Supporting other oversight activities of the EBA
Requirements
1. Eligibility Criteria
- Proficiency in at least one EU language and satisfactory knowledge in another
- Nationality of an EU Member State, EFTA Member State, or a country with which the EU has opened accession negotiations
- Full citizen rights
2. Qualifications
- Completed university studies of at least three years, evidenced by a diploma
- Qualifications must be from EU/EEA authorities or recognized as equivalent
- If obtained outside the EU, must be recognized by an EU/EEA authority
3. Professional Experience
- At least four years of full-time professional experience in relevant fields
- Experience is counted from the date of obtaining the diploma to the application deadline
4. Language Skills
- Excellent knowledge of English (written and spoken)
- Native English speakers must demonstrate proficiency in a second EU language
5. Technical Skills
- Knowledge of statistical theory and techniques applicable to banking and financial data
- Good IT skills, including database organization and data management
- Proficiency in SAS, SQL, or similar data management software
- Working knowledge of MS Office (Excel and Access)
6. Advantages
- Proven experience in banking supervision or sector analysis
- Knowledge of accounting and supervisory reporting

Appointment and Conditions of Engagement
- The position is a secondment from a national supervisory authority
- Minimum duration: 6 months; maximum: 2 years, renewable
- The home authority remains the employer and must continue to pay salary and maintain social rights
- Expected starting date: 1 April 2014
Conditions of Secondment
- Daily and monthly subsistence allowances are provided by the EBA
- These allowances are established annually by the Commission
- The secondment may start as soon as possible
