Main Responsibilities
The Legal Expert will be responsible for:
- Providing legal support to the EBA's regulatory, oversight, consumer protection, and financial innovation activities.
- Advising on the interpretation and application of EU banking legislation, including CRD/CRR, BRRD, and payment services regulations.
- Drafting and interpreting internal rules, procedures, and decisions.
- Offering legal assistance in relation to appeals to the Board of Appeal and the Court of Justice of the European Union (CJEU), as well as public complaints.
- Participating in working groups and representing the EBA at a technical level.
- Performing other tasks as required by the Head of the Legal Unit.
Key Requirements
1. Eligibility Criteria
- Language Skills: Proficiency in one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Qualifications:
- Option a: Completed university studies in law (minimum 3 years) with at least one year of professional experience.
- Option b: Completed university studies in law (minimum 4 years) with at least one year of professional experience.
- Additional Requirements:
- No criminal record (certified upon appointment).
- Full citizen rights and fulfilled military service obligations.
- Physical fitness for the role.
2. Professional Experience
- Minimum of 13 years (for option a) or 12 years (for option b) of relevant full-time legal experience after obtaining the degree.
- Experience must be counted from the date of the diploma up to the application deadline.
3. Language Proficiency
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU official languages is an advantage.
Selection Criteria
- Proven experience in advising on the European banking regulatory framework.
- Strong knowledge of EU law and institutional framework.
- Experience in drafting legal documents in English.

Selection Procedure

Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of three years with a nine-month probation period and possible extension.
- Starting Date: Expected to be 1 July or 1 August 2014.
- Grade: AD 9, with an estimated monthly basic salary of €7,127.99.
- Employment Benefits:
- Exempt from national tax; Community tax at source applies.
- Salary adjusted by a correction coefficient of 39.2%.
- Possible entitlement to allowances based on family situation and place of origin.
- Annual leave: 2 days per calendar month, plus supplementary home leave.
